The story of the deceased was told to journalists by his friend Dmitry Ivannikov. He also transmitted a video where Ipatov himself talks about what happened to him.

It all started in September this year. Ipatov received an order from the contractor Maxim (the last name is not named) to troubleshoot the wiring of an elderly couple. However, upon arrival, he was detained by the police and accused of stealing 60 thousand rubles. (22.3 thousand UAH) from the apartment. The man, according to his story, was beaten all the way to the police station and continued to torture after his arrival.

We arrived at the police station on Makarenko street, near the Magnit store. They very harshly pulled me out of the car by the T-shirt, dragged me along the corridor, took me into the office and threw me on the floor. Then they began to beat me, I covered my face, beat me on the palm, ribs, kidneys, and leg. It lasted about half an hour, “Ipatov says on the video.

The police demanded that the man write a frank confession, and when he refused, they beat him again. Ipatov assured that he did not take money and that the contractor Maxim could be involved in the theft. But the police said that they had already carried out investigative measures with him and that he was innocent. Then a protocol was drawn up against Ipatov for disobeying police officers. After the beatings, they threatened to put him “in a cell with the prisoners”, where he “would sign whatever”. As a result, the man agreed to sign a frank confession.

When Ipatov returned home from the department, he told his friend about the incident. Ivannikov convinced the man to go to Moscow and report the incident to journalists, who agreed. Upon arrival, Ipatov had to write to his friend. Ivannikov himself at that time went to the mountains.

However, 10 days after the alleged departure, Ipatov still did not contact his friend and he decided to check the local publics. As a result, in one of the Sochi groups, he found a post about the death of a man under the wheels of a train. In the published photo, the man was filmed headless on the rails. Ivannikov identified his friend by his clothes and his jacket, which he had given him.

At the request of Novaya Gazeta, the Sochi police confirmed that Ipatov was taken to the police station, interrogated as a witness in the theft case and released. How managed to find out reporters, Ipatov still did not go to Moscow. After they parted with Ivannikov, Ipatov rented a room in Sochi. According to the explanations given by the owner of the house to the police, on September 24, a young man who introduced himself as Ivan rented a room from her. For the first three or four days, he did not go anywhere, and when in the end she herself entered the room, she saw blood everywhere and immediately called the police. Then she learned from law enforcement agencies that Ivan’s name was actually Yevgeny Ipatov.

Ipatov’s body was found on December 29. As it turned out, before his death, he recorded a video in which he spoke in detail about what had happened at the police station. He sent this video to Ivannikov’s ex-wife, and Ivannikov himself handed it over to journalists.

Relatives of Ipatov do not believe that the man could commit suicide. They believe that in a rented apartment someone tried to set up, as if Ipatov was trying to kill himself. The uncle of the deceased points to a strange fact – there was Ipatov’s open passport on the bed in the apartment, as if someone had put it there on purpose. He also says that he read in the materials of the case the explanation of the driver, who said that he saw a lying body and did not have time to brake.

The Ipatov family turned to human rights defenders for legal assistance. The head of the Krasnodar branch of the “Committee against Torture” Sergei Romanov told reporters that the local investigative department of the Investigative Committee refused to initiate a case under Art. 110 of the Criminal Code of the Russian Federation (incitement to suicide) due to the absence of a crime event.

In Russia, the issue of torture in prisons and police stations has been actively raised in recent months. This is due to the publication in October by the human rights project Gulagu.net of several videos of torture and rape of prisoners at the tuberculosis hospital of the Federal Penitentiary Service No. 1 in the Russian city of Saratov. The project provided a number of videos to journalists.

The archive with the video was handed over to human rights defenders by a programmer from Belarus Sergei Savelyev, who was serving time in the Saratov region and servicing cameras and video recorders in this hospital.

After the release of the video, the Investigative Committee of the Russian Federation aroused a criminal case of sexual abuse of prisoners, and the head of the Saratov prison hospital, Pavel Gatsenko, was fired.

At the end of October, Roskomnadzor demanded that YouTube remove the video with the story of former prisoner Adam Gisayev about torture in the Irkutsk SIZO-1.

Gulagu.net December 20 posted a video of the torture of prisoners in one of the Krasnoyarsk colonies. The videos, filmed by surveillance cameras, show the beatings of convicts in the so-called press huts.

On December 22, the Telegram channel “Beware, Novosti” reported that the former player of the Russian national rugby team Oleg Azarenko participated in the torture of prisoners in pre-trial detention center-1 of Krasnoyarsk.
