The exceptional “Covid” premium for first-line caregivers against the Covid-19 virus has finally been made official by decree, this Friday. As a reminder, it is tax exempt and exempt from social security contributions. It is reserved for people who “exercised their functions effectively” in public health establishments “between March 1 and April 30, 2020”, we can read in the decree. For military hospital personnel, also affected by this bonus, the reference period begins on March 24. How much should you expect? We take stock in detail. The President of the Republic had promised it during a speech, it finally materializes, via the decree published in the Official Journal. As a reminder, the amount differs depending on the department, more or less exposed to the epidemic. Here is what awaits you, in detail:
- 1,500 euros “for all health service personnel managing the health crisis”: most of the departments concerned are located in the north and east of France. There are thus all of the departments of Île-de-France (Hauts-de-Seine, Seine-Saint-Denis, Seine-et-Marne, Paris, Yvelines, Essonne, Val-de-Marne and Val d’Oise), Grand Est (Haut-Rhin, Bas-Rhin, Meuse, Moselle, Meurthe-et-Moselle, Haute-Marne, Vosges, Ardennes, Aube, Marne), Hauts-de-France (Somme, Oise, Aisne, Pas-de-Calais, North) and Bourgogne-Franche-Comté (Yonne, Nièvre, Côte-d’Or, Saône-et-Loire, Jura, Doubs, Haute-Saône, territory of Belfort). Four departments of Auvergne-Rhône-Alpes (Drôme, Loire, Rhône, Haute-Savoie) are also included, as well as Eure-et-Loir, Bouches-du-Rhône, the two departments of Corsica and Mayotte.
- 500 euros for all health personnel in other departments.
As specified in the decree published this Friday, the premium is tax-exempt and free of social security contributions. Are you impatiently awaiting its payment? It has so far been suspended from the publication of the decree. Last Wednesday, theGovernment spokesman Sibeth Ndiaye spoke of “May or June payroll” regulations. These gratuities should cost a total of 1.3 billion euros, according to the Ministry of Health.
For the hospital public service specifically, the government had also announced an overtime increase of 50%. This represents on average more than 600 euros, said Olivier Véran. “In total, the hospitals of the departments and the most tense departments will be able to collect, through the bonus and the increased overtime, a total amount of the order of 2000 €”, estimated the ministry of Health in a press release.
“The government also wants a bonus to be paid to staff who fulfill a decisive mission in nursing homes and home services in the medico-social sector,” added the Prime Minister. “We need to discuss this with local authorities, in particular with the departments which are often the funders, to determine the conditions for funding this premium.”
Retirement home staff will receive a bonus. In detail, the premium will amount to 1,500 euros in “the 33 departments where the epidemic has been the strongest and 1,000 euros elsewhere”, said the Minister of Health, Olivier Véran in early May. “It will be paid in the coming weeks and tax exempt.” The terms of payment of this premium have not yet been specified to date. A bonus will also be paid to “establishments responsible for disability”, said the Minister.
Yes, but only agents who continue their missions during this period of confinement linked to the coronavirus (Covid-19) crisis, should benefit. In total, one in five state civil servants should receive this tax-free bonus, the maximum amount of which is 1,000 euros, or 400,000 people, according to the Ministry of Public Accounts. The following are particularly concerned: prison guards, customs and teachers caring for children of caregivers. Are you teleworking? The latter is, a priori, not incompatible with the premium.
A decree released this Friday released details of the bonus for state and territorial public service. “The amount of this bonus is determined by the employer within the limit of a ceiling”, indicates the text of the law. “The exceptional premium is exempt from social security contributions and contributions as well as from income tax”. Who is concerned ? We take stock:
- “The magistrates of the judicial order, the civil servants and contractual agents of public law of the State, with the exception of those appointed in application of article 25 of the law of January 11, 1984 referred to above, of the territorial collectivities and of their public establishments and public interest groups “;
- The military;
- Contractual agents of private law in public establishments;
- Civil and military personnel employed by the State or by its public administrative establishments serving abroad, by way of derogation from the last paragraph of article 2 of the abovementioned decree of 28 March 1967 and from article 2 of the decree of October 1, 1997 referred to above;
- Contractual staff recruited by State services abroad on employment contracts subject to local law;
- The officials placed at the disposal, in application of article 49 of the law of January 9, 1986 referred to above, of an administration being able to pay the exceptional premium mentioned in article 1.
What are the amounts you should expect? They were specified in the decree, as well, depending on the mobilization of agents:
- rate n ° 1: 330 euros;
- rate n ° 2: 660 euros;
- rate n ° 3: 1,000 euros.
The cost of the measure is estimated at 300 million euros for the State civil service. What about the payment date? A priori, it will be necessary to wait for the end of the state of health emergency.
