The project of the medical deputies: a fine for patients who hide their diseases (Overview)

Sometimes they lie to get sick, and then the doctor is responsible

Minister Serbezova demanded faster proceedings and effective sentences for aggression in hospitals

A fine for each patient who has misled the doctor about his condition is provided by the draft regulation of the rights and obligations of patients, which is prepared by the government.

That such a law is being written, said the first deputy head of the parliamentary health committee Dr. Alexander Simidchiev, commenting on the latest case of aggression against medics – the attack on the branch of emergency care in Samokov. According to him, the problem is the lost trust between doctors and patients and the fact that the latter do not actually have written rights and obligations.

It is Dr. Simidchiev, who is an MP from “Democratic Bulgaria”, who is the author of the new legislative texts, but they were approved by his fellow medics in the coalition and in general by other ruling parties.

The idea for the introduction of a fine for misleading information when taking the anamnesis was announced to “24 Chasa” yesterday by the chairman of the parliamentary health committee Assoc. Prof. Anton Tonev.

“Sometimes patients lie about their condition in order to get sick and not go to work. After that, the medics bear the full responsibility “, Tonev gave an example. Therefore, possibilities with a legal text to indicate exactly what are the rights and obligations of patients seeking medical care are discussed.

Most likely, the special section on the obligations of people who sought medical help will be included in the Health Act, Dr. Simidchiev explained earlier.

“Each of us as a patient feels that he has certain rights. In the civilized and legal world, however, there are not only rights, there are also obligations. We do not have well-formed texts about the obligations “, added his colleague Dr. Tonev yesterday.

According to him, stricter punishments will be introduced if the patient or his relatives behave rudely and arrogantly with the medics. They will be a little more serious than the previous ones, which are in the law on hooliganism, said the chairman of the relevant committee of the National Assembly.

In addition to the envisaged fine, the introduction of the health record will also prevent diseases from being concealed. With it, the doctor will see the whole history of the patient and he can not hide anything. However, if he keeps a secret from his relatives, there is no way to eliminate the risk of them attacking medics affected by fatal development.

The Minister of Health Prof. Asena Serbezova will also insist on faster court proceedings and effective sentences against the aggression against medics. “It must be stopped immediately. It is incomprehensible in a developed society to have doctors barricaded behind doors to defend themselves from attacks “, is her position after the invasion of nearly 50 relatives of a deceased man in the emergency room in Samokov. The Ministry of Health has an active agreement with the prosecutor’s office to quickly report cases of attacks on medical professionals.

The Bulgarian Association of Healthcare Professionals insisted that concrete steps be taken by all stakeholders – employers, professional and patient organizations, to improve trust between physicians and patients.
