The distribution of duties of deputy prime ministers, approved by Prime Minister Mikhail Mishustin on Wednesday night, secured the widest range of powers for his first deputy Andrei Belousov, although with some exceptions compared to plans a week ago. So, he will not coordinate the activities of the Ministry of Finance, which was left without a curator among the deputy prime ministers – according to Kommersant’s information, Anton Siluanov will be directly subordinate to the prime minister. In turn, Deputy Prime Minister and Chief of Staff Dmitry Grigorenko somewhat strengthened his position in comparison with the draft drafts of distribution – he received tax issues and the control of the Russian Federal Alcohol Regulation. “Construction” Deputy Prime Minister Marat Khusnullin, as Kommersant has suggested, will also be in charge of mortgage, road and infrastructure construction issues.

Prime Minister Mikhail Mishustin approved the powers of his deputies – distribution of their duties published government on Wednesday night. As Kommersant sources reported (see Kommersant on January 23), in the hands of the First Deputy Prime Minister Andrei Belousov an extremely wide range of powers is concentrated: from transport to counteraction to sanctions (the last power was first formulated so directly). Basically, the powers of Mr. Belousov are concentrated around economic growth – in particular, the First Deputy Prime Minister oversees the development of areas of socio-economic development, the implementation of national projects, support for small and medium-sized businesses and improving the investment climate, as well as the implementation of investment projects (and at the expense of the National Welfare Fund, and implemented by VEB.RF), foreign economic issues, customs and tariff regulation and antitrust policy.

As Kommersant’s sources previously reported, initially Mr. Belousov claimed control over almost all of the government’s economic activity, but the distribution of powers shows that as a result of recent meetings, in particular with Mikhail Mishustin on Monday, some of them nevertheless passed to the profile deputy prime ministers. So, the Ministry of Finance didn’t fall into the number of departments whose work will be supervised by Mr. Belousov, despite the fact that this was assumed in the draft distribution. As a result, the ministry is not assigned to any deputy prime minister – according to an informed source of Kommersant in the White House, its head Anton Siluanov will be directly subordinate to the prime minister, and projects of his department will not have curators, at least direct, among the vice prime ministers. Note that this design “protects” the Ministry of Finance from the need to undeniably implement the investment ideas of the First Deputy Prime Minister – they will probably be implemented mainly through the Ministry of Economy subordinate to him. It was also suggested that Andrei Belousov be entrusted with tax topics according to his plans a week ago, but the distribution fixes its influence on it indirectly, in terms of the influence of the budget and tax policies on economic development, and their development and implementation, as well as regulation of the turnover of alcohol products, went to a native of the Federal Tax Service vice premier Dmitry Grigorenko. Also, Mr. Grigorenko, as deputy prime minister and head of the White House apparatus, will plan the work of the government, monitor the implementation of national projects, the implementation of decrees and instructions of the president and monitoring the effectiveness of government agencies. Among other things, he oversees legislative activities and the implementation of the reform of control and supervision activities (CPV).

Note that the future of this reform in recent days has been troubling business circles: their representatives, who discussed the topic with Kommersant, say that they are not familiar with the new curators and are concerned about the possible delay in the implementation of the “regulatory guillotine” (recall, by the end of the year, 49 working groups in different areas, they must propose new models of sectoral state regulation and prepare, and the Ministry of Justice draw up the cancellation of tens of thousands of obsolete and redundant regulatory acts).

It will take months for new officials to get on track with what has already been done, ”Kommersant’s source in one of the business associations fears.

The precedent was: after Mikhail Abyzov, who oversaw regulatory reform, left it at the previous change of government, it practically stopped (KND issues were discussed only sporadically for several months and were not included in the White House public agenda). Reform has returned to the active phase at the request of Dmitry Medvedev, but its concept has changed a lot. However, Konstantin Chuychenko, the last curator of the CPV theme, is appointed as the head of the Ministry of Justice, who has the main burden on reform, probably says that the concept will not change, Dmitry Grigorenko will need to implement it according to the already approved procedures.

The industry deputy prime ministers, as expected, were:

  • Tatyana Golikova, who headed the social block,
  • Victoria Abramchenko, in charge of land relations, agribusiness and ecology,
  • Yuri Borisov, responsible for industry and defense industry,
  • as well as Marat Khusnullin, who is entrusted with the road infrastructure, construction and regional development.

However, Mr. Khusnullin, unlike his predecessor Vitaly Mutko, will also oversee the development of Crimea (previously Dmitry Kozak was involved in this), but not the North Caucasus: the development of this macro-region is attributed to the powers Yuri Trutnev, which is engaged in the development of the Far East and the Arctic. Sports and the number are entrusted Dmitry Chernyshenko, who will also oversee the state policy in the field of culture, mass communications and the media. To some extent, Mr. Chernyshenko will share the digital agenda, which the previous government did not actually manage, with Andrei Belousov as curator of the Digital Economy ANO. A kind of “foreign economic” deputy prime minister became Alexey Overchuk, he will be engaged in integration processes within the framework of the EAEU, as well as cooperation between the Russian Federation and international associations – the CIS, BRICS and the “Group of Twenty”.
