“Unfortunately, the Russian authorities insisted on limiting the number of observers we send in the absence of any clear restrictions related to the pandemic, as a result of which our step today has become inevitable,” explained the director of the Office for Democratic Institutions and Human Rights (ODIHR) OSCE Matteo Mecacci.

It is noted that the ODIHR and the OSCE Parliamentary Assembly were invited to the Russian Federation to observe the elections to the State Duma, but later the number of observers from the two institutions was limited to 50 and 10 people, respectively.

“In support of such restrictions, the Russian authorities referred to the sanitary and epidemiological situation in the Russian Federation. At the same time, there are currently no restrictions on entry or rules for conducting business and movement within the country that could impede the deployment of a full-scale election observation mission,” stressed in the OSCE.

The organization recalled that the OSCE has been making a “transparent and authoritative assessment of the elections” in the Russian Federation since 1993.
