The new decree with the rules for traveling during the holidays

The Council of Ministers which began Wednesday evening and ended overnight approved a new law decree, with new measures on travel to counter the spread of the coronavirus infection during the Christmas period. The decree, approved on the proposal of the Prime Minister Giuseppe Conte and the Minister of Health Roberto Speranza, extends the validity of the decrees of the President of the Council of Ministers (DPCM) from the current thirty to fifty days.

As regards mobility during the holidays, the decree establishes that from 21 December 2020 to 6 January 2021 it will not be possible to move between different regions (including the autonomous provinces of Trento and Bolzano) with the exception of travel motivated by proven work needs, health needs or reasons. In the same period it will however be possible to return to one’s residence, domicile or home.

From 21 December 2020 to 6 January 2021, it will also be forbidden to move to second homes that are located in a region or autonomous province other than one’s own. On 25 and 26 December 2020 and 1 January 2021, however, travel between different municipalities will also be prohibited, with the same exceptions for proven work needs, situations of necessity or health reasons.

The new DPCM that will establish the general rules, which will be in force from 4 December, should be approved on Thursday. It should contain rules for travel between regions that will be in effect until December 20, confirmation of the curfew at 10pm, and for example, the hours of commercial activities (including restaurants) during the Christmas period.
