The Blagoevgrad disco “Underground” at 5 Dimitar Talev Street appeared in the shameful list of the National Revenue Agency of the commercial sites subject to sealing according to Art. 187 of the Value Added Tax Act.
This measure, which lasts up to 30 days, is applied in case of established sale of goods without receipts, use of non-approved by the NRA or modified electronic systems by adding or removing individual components to hide from the revenue agency real sales, devices with damaged or missing seals, and other tax violations, writes struma.com.
The compulsory administrative measure of closure for a period of 1 month is terminated by the NRA at the request of the administratively punished person and after it is proved by him that the fine has been paid in full. According to Art. 185 the sanction is from BGN 500 to BGN 2,000, and in case of repeated violation it reaches BGN 20,000.
It is interesting that the name of Lyubomir Dimitrov Palakhanov, who is the husband of the singer and actress Ales Raeva, is written in the list of the National Revenue Agency against the type of object – “disco” and the address where it is located. He has been the head of the local Consumer Protection Commission since 1997, co-founder of the popular Jumayata Spirit page and is the most zealous defender in Blagoevgrad of the mayor’s team’s idea to develop Bachinovo Park by incurring multimillion-dollar debt.
It is a public secret in the city that the Underground disco is his restaurant, although according to documents it is owned by his sister Rumyana. That he is “one of the founders of the Underground Club in 1997” is written even in his business card, with which Bubata Palakhanov was presented to the people of Blagoevgrad as a candidate for MP from the party “There is such a people” last year.
However, yesterday L. Palakhanov said that he did not know what it was about, there has been no disco for 20 years, and then changed the direction of the explanations and clarified that it was not really about sealing the “Underground”, but did not say what it’s about.

“Underground” is not the only Blagoevgrad site where the NRA intends to put stickers for gross tax violations.

Alen Yakimov’s Forum petrol station, Desislava Mikova’s pastry shop and Dr. Stoyan Kostov’s doctor’s office, which is also caught in a tax scum, are about to be sealed in Kresna.
Pavlina Popova’s coffee aperitif in the village of Parvomay in Petrich and the grocery store on Cherna Reka Street in Razlog, run by Ivan Terziev, are also on the NRA’s list.
In Sandanski stickers have already been prepared for Evgeni Stoyanov’s “Bene Bene” snack bar, and in Simitli the coffee aperitif of Nikolay Segmenov’s son, which he bought 2 years ago from the local consumer cooperative, will be locked.
It is clear from the list of the National Revenue Agency that gas stations massively hide sales from the tax authorities. The revenue agency of the Cruise gas station in the Sokolovets area of Sandanski, the E-79 petrol station in Strumyani, owned by Rompetrol Bulgaria EAD, and the Garbev petrol station on the Yakorudo ring road near Yakoruda, sealed, are sealed. Oil EOOD, as well as at the gas station of Pirin Oil Group EOOD, which Kostadin Tuparski from Blagoevgrad opened on E-79 near Botevgrad.
In Yakoruda, customers of the Krivchovi family’s grocery store at 11 Gragyovets Street will also have to shop at another grocery store for some time.
The warning list, published by the National Revenue Agency in advance, is made due to the widespread practice of the owners of retail outlets refusing to receive official notification of the upcoming administrative measure, the tax authorities explained. For this reason, the list serves as a formal notification to tax offenders.
