The ministry refused to pay Bulovka 90 million for the operation of the field hospital in Letňany

So far, the Bulovka University Hospital will not receive 90 million crowns for the operation of a field hospital at the exhibition center in Letňany, which served as a deposit in case of overcrowding of patients with covid-19. According to the Ministry of Finance, which asked for the money, the cost of the contract is between the hospital and the private company ABF. He has to turn to his founder, the Ministry of Health.

“Unfortunately, we received a negative opinion from the Ministry of Finance of the Czech Republic regarding the reimbursement of costs associated with the operation of the field hospital in Letňany,” Filip Řepa, head of the hospital’s PR and communication department, informed today. “We still believe that together we will find a way out of the situation and thus prevent further indebtedness of the hospital, which was also clearly the busiest in the Czech Republic during the pandemic,” he added.

According to Zdeněk Vojtěch from the Communications Department, the Ministry of Finance is not competent to assess applications for any payments for this hospital. “These are obligations arising from the legal relationship between the hospital and ABF, which by its nature need to be resolved within the budget of the hospital concerned, or in coordination with the founder,” he said. He also reminded that the hospital received 1.29 billion crowns to pay its liabilities last year.

The army built a backup hospital in Letňany at the end of October last year due to the autumn deterioration of the situation in medical facilities. According to plans, up to 500 patients could find help in the exhibition halls. The hospital was never fully operational, also due to a lack of staff.

The establishment of the hospital was a political decision. It was announced on October 15 by the Minister of Defense Lubomír Metnar (for YES). Prime Minister Andrej Babiš (YES) said that Prague hospitals should supply staff to it. The director of Bulovka, Jan Kvaček, said at the time that the staff would be missing in the hospitals if they moved him to temporary beds. The government approved the establishment of the hospital a day later, the then Minister of Health Roman Prymula (for YES) said that washing clothes or providing food will be linked to Bulovka, which is closest.

In the end, it was Bulovka who concluded a contract with the ABF company of billionaire Petr Sehnal on October 17. According to a document in the register of contracts, it was to pay 22 million crowns without VAT by 30 November. Until February, the hospital calculated the total costs at almost 100 million crowns, and the cooperation between the army and the State Material Reserves Administration cost additional money.

In addition to the rent, the hospital also paid energy and other services to the owner Petr Petrhn’s company. The lease of space for a backup hospital was terminated by the Ministry of Health on 19 February. Sehnal offered the then Minister of Health Jan Blatný (for YES) a price reduction of two thirds.

Exhibition and congress hall buildings are mainly used as vaccination centers during the coronavirus epidemic. The second field hospital was established at the exhibition center in Brno, later the premises were provided for vaccination.
