On the 2nd, the Ministry of Environment announced the ‘2021 Carbon Neutral Implementation Plan’ to realize Korea’s carbon neutrality by 2050, and first of all, it announced that it will establish a sophisticated greenhouse gas reduction scenario by June this year to suggest the direction of 2050 carbon neutrality. .
Accordingly, the Ministry of Environment formed a technical working group centered on a national research institute (Ministry of Environment Greenhouse Gas Information Center in charge), analyzed the reduction potential, prepared multiple scenarios for carbon neutrality in 2050, and established a permanent communication window with the industry, civil society, and local governments. The scenario is decided through a national debate and promotes the collection of opinions.
After the scenario is finalized, the core policy implementation strategies for each sector of the ‘2050 Carbon Neutral Promotion Strategy (December 7, 2020)’ will also be established with the relevant ministries.
Looking at the major strategies of 11 out of 31 tasks to be implemented by the Ministry of Environment, the’Future Vehicle Transformation Strategy in the Transportation Sector’ is ’50 years through the supply and innovation of pollution-free vehicles, replacement of pollution-free vehicles for internal combustion locomotives, and a significant expansion of the charging infrastructure for pollution-free vehicles. We plan to present a vision for 100% conversion of pollution-free vehicles,
The’Road Map for Circular Economy Innovation’ is a concept that converts the linear economic structure according to the collection-consumption-disposal of raw materials into a circular economic structure by reducing the input of fuel and raw materials in accordance with reinforcement of demand management, recycling, and improvement of dietary life structure according to behavior improvement. It is a mid- to long-term step-by-step implementation plan (roadmap) that includes managing the entire process of resource circulation, inducing eco-friendliness of enterprises to spread the implementation of circular economy, and achieving circular economy by sector such as water and energy.
In addition, natural or modified ecosystems are protected, sustainably used, managed, and restored to effectively and flexibly deal with social problems (climate change, food and water security, natural disasters, etc.). Ecological-based greenhouse gas reduction/adaptation strategies will be established to develop strategies for responding to climate change using natural ecosystems, such as maximizing ecosystem functions such as expanding the restoration of the ecological space, which is a source of carbon absorption, and maximizing climate control.
In addition, the ‘2030 National Greenhouse Gas Reduction Target (NDC)’ will be raised (24.4% reduction compared to the current National Greenhouse Gas Reduction Target 2017).
Based on this, the Ministry of Environment announced that it aims to increase the level through consultations and social discussions with relevant ministries, and to submit to the UN within this government’s term.
