Socialists suspect that Rumen Radev wanted the systemic parties to fail and suggested that parliamentary rule leads to chaos. They told each other privately that a new form of state organization had been envisaged in the draft amendment to the constitution of his first term – never shown.

The actions of the president and his office are among the main reasons for the electoral collapse of the BSP to the 5th parliamentary power – this is what the president of the socialists, Kornelia Ninova, pointed out in her analysis of the past vote.

But why is President Rumen Radev at war with the party?

Ninova spoke at length about her relations with the head of state during the closed-door meeting of the party’s governing body. She explained that there is no personal battle with Rumen Radev.

However, he led one not only with the BSP, but with parties, with the party system in general and with the state system.

Ninova recalled that throughout the period of Kiril Petkov’s office, the head of state has not stopped criticizing the government, and has now left the task of constantly making accusations against their predecessors to his ministers.

The party system is collapsing deliberately creating parliamentary instability and suggesting that parliamentary government leads to chaos, asked the leader of the BSP, shared by the plenum socialists.

In the closed-door meeting on Saturday, Ninova let her comrades know that she had seen the draft amendments to Radev’s constitution.

One was prepared by the president’s legal team in his first term, but was never shown.

At the same time, at the end of its administration and against the backdrop of the daily protests that began in the summer of 2020, GERB proposed its change project, prepared under the leadership of former Justice Minister Danail Kirilov. Criticized by other parties, the constitution of the GERB has become an occasion for the president to declare that change cannot be done on his knees, a thorough debate is needed and he will wait for someone to present his project.

Inside was written a presidential republic, Ninova explained on Saturday, BSP members say. Radev did not present him for two years because he had to “completely overthrow the party system, overthrow parliamentarism,” suspects the president. This unofficial information from the plenum has not been confirmed.

Allow me not to comment on the conversations in the National Council, this is a closed-door meeting – with these words, the leader deflected the question if she had announced to the National Council of the party that a presidential republic had been included in Radev’s plan for amendments to the constitution.

Dondukov 2 has always denied such intentions. The only person associated with Radev who has openly proclaimed a presidential republic is the political scientist Slavi Vassilev. At the beginning of his first term he was on his team, and last year he also published a monograph on the failure of the parliamentary form of government in our country. His father, businessman Vasil Vassilev, was on the Radev promotion initiative committees for both terms.

In this context, the Reds have taken a stand in support of Radev’s attitude towards war shown these days. It did not support the statement of the presidents of 9 countries of Central and Eastern Europe, with whom they expressed their strong support for Ukraine’s accession to NATO, condemned the annexation of territories by Russia and asked for more aid military in Kiev.

The plenum members presented a position against the war in Ukraine, which, however, was not voted on. The first sentence in it states that the BSP supports the position and efforts of President Rumen Radev against our country’s involvement in the war and Ukraine’s membership of NATO. We have a coincidence that we are against the war, but such a document was not voted on, Ninova concisely commented. Otherwise, the socialists said “no” three times: to war, to arms exports and to new airplanes. And they threatened to fight for it in parliament.

The amendment to the BSP is for now postponed. At least until February. This became clear after the tally of forces between Cornelia Ninova and her opposition at the heart failure meeting of the National Council of Socialists on Saturday. The election results were discussed there, after which the party remained the fifth political force in the new parliament.

With over 70 signatures, the opposition has called for the party’s top forum to meet by the end of October and for a resignation. It was planned to reintroduce changes to the constitution to allow Congress to replace a directly elected female leader.

Ninova and her people prevailed in the vote, however, and the Executive Bureau’s proposal to hold the congress on February 11-12 was accepted. The postponement is due to the preparation of a new program and changes to the party’s statute, she explained.

The plenum began with a scandal between the president and her opposition. At the beginning of the meeting, Kiril Dobrev, Kaloyan Pargov, Georgi Tarnovaliyski and two other Plovdiv socialists were thrown out of the courtroom by decision of the so-called party tribunal. Names remained on the National Council lists to obtain the quorum, but were not allowed to participate in discussions and votes. They held the meeting in the cafe opposite the hall.

Dobrev and Pargov were banned from the BSP National Assembly late last year, but more than a month ago the court reinstated them. And after Dobrev’s participation in the vote was not counted at the plenum at the end of August, he turned to the prosecutor’s office. This became known after Ninova herself complained that she received a subpoena.

Thus, just 10 minutes after entering the meeting, Dobrev and Pargov left it by decision of the supervisory board, better known as the party court. There are laws in this country and court decisions are not subject to appeal and interpretation, Pargov commented and was surprised that both are members of the council and have no voting rights. The BSP was beginning to turn into a cult where the only thing that mattered was what the shaman leader would say.

At the beginning of the transition, BSP and SDS were collective parties, and then SDS, when he became the leader, split, recalled the former head of the Reds in Sofia, adding: Today we are also a leadership party.

There were 5 people who were not admitted to the meeting on Saturday – “Positano” recalled that there was a punishment since July for a part of the Plovdiv group, which included Georgi Tarnovaliyski. Meanwhile, the same group has participated in previous plenary sessions without this being a problem. So in fact Ninova took 5 of the opposition votes. Furthermore, procedurally, the composition of the BSP National Assembly is delayed, as is customary after the departure of many of its other members, so that no new opposition representatives enter, plenum members say.

There was also a dispute over whether to participate in the voting of the mayor of Pernik, Stanislav Vladimirov, after announcing to reporters at the entrance to “Positano” his intention to leave the National Council, because the changes are not happening.

The National Assembly of the BSP has elected a working group for talks with political parties and associations for the consolidation and creation of a left political union.
