The ESE of Cali demand payment from the millionaire Government for the Covid vaccination

The State Social Enterprises (ESE) of Cali called on the National Government to pay the outstanding bills for covid vaccination services from previous years.

From the beginning of the National Vaccination Plan against Covid-19, the health service providers (IPS), whether hospitals or health centers, arranged different points in the city for immunization against the virus. The Government promised to pay for each vaccine applied not only in Cali, but throughout the country.

And although some payments have been made, today they are owed significant amounts, which together can exceed $6 billion.

The Colombian Association of Comprehensive Medicine Companies pointed out that the Government has not paid $2.6 billion to the country’s EPS for covid vaccination services.

“They sent us the biologicals for free, but for the application of the doses we placed all the human resources, the medical elements, in addition to the logistics and the displacement that we made to the different vaccination points,” explained María Piedad Echeverri, manager of the Ladera ESE Health Network.

The official commented that for all the logistics of applying the covid vaccines, the Administrator of the Resources of the General System of Social Security in Health, Adres, owes the Ladera Health Network more than $2.7 billion, and that up to now they are unaware the date when the payment will be made.

“We have already registered what they owe us but, so far, apparently there are problems disbursing the money. We need these payments to be speedy in order to have sufficient resources and be able to provide a good service, in addition to paying the staff in a timely manner, because as long as this debt continues to exist, it affects our operation,” said the Manager.

Similarly, Sandra Isabel Cardona, scientific deputy manager of the Southeast Health Network, said that one of the reasons why the Government has delayed payments is because the form for registering vaccinated people was not clear from the beginning. , which have required many reprocesses to collect the required information.

“The PAI web, which is the platform set up by the Ministry of Health to record the vaccine given to each patient, was not adequately prepared to receive all the information from the country simultaneously, so the system constantly crashed and that delayed the reception of the data”, stated the Assistant Manager.

Due to this, the information of many health entities in the country who are also owed the payment is still being validated.
Regarding the amount of money owed to the ESE of Red de Salud Suroriente, the Scientific Assistant Manager reported that the debt is around $400 million for the records already sent, as there are still others to be validated.

For his part, Jorge Enrique Tamayo, manager of the Centro ESE Health Network, said that despite the fact that the Ministry of Health has already paid a large part of the debt to the network, it still owes them a considerable amount that limits its operation. .

“They have already paid us more than $4000 million, however, as of September 2022, around $2400 million is owed, which is what has already been reconciled. This value corresponds to what has been accumulated from the years 2020, 2021 and 2022”, he said.

The Manager added that, according to what they have told him, they are validating the reports that they have already sent to determine if they are correct or not.

In addition, he hopes that in the coming months the Government can clarify the dates on which the payments will be made, because if they continue to be delayed, a crisis could arise in the health network of the city and the country.

This same situation is experienced by public hospitals in the department. María Cristina Lesmes, Secretary of Health of the Valley, has reiterated on several occasions that if the resources are not transferred to the health institutions, they will not be able to fulfill their obligations with suppliers and with their human resources.

The non-payment of these monies jeopardizes the financial situation of the Health Network, since they could face possible insolvencies, argue some.

Three years of the pandemic

Today marks the 3rd anniversary of the WHO public health emergency declaration for covid-19.

The director general of the WHO, Tedros Adhanom Ghebreyesus, assured that the global response to the pandemic is “limping”, that is, it is not totally stable due to the lack of vaccines and treatments in several countries.

Despite the emergency continuing, in many countries it has been decided to lift measures such as eliminating the mandatory use of face masks.
