Lithuanian company “RPR Operators” has been trying to coordinate the construction documentation of the panoramic wheel in the Riga City Construction Board for eight months. Initially, there were uncertainties about the technical parameters of the attraction itself, but now questions have arisen about the future of one tree and the farm building.
In July last year, the Riga City Council decided to put an area of almost 6,000 square meters between Raņķa dambis and Slokas streets up for auction. The main goal is to find an investor who would be ready to build a panoramic wheel in Pardaugava.
Lithuanian company “RPR Operators” acquired building rights last November for 30 years. Already in December, the developer submitted a construction project in a minimal composition, but a favorable opinion of the city construction board has still not been received.
“At the meeting of the Construction Board Council, the location of the wheel storage was conceptually agreed, while the issues regarding the construction of the service building and the preservation of greenery were submitted for reconsideration. Currently, the construction plan envisages felling of one tree growing in the park, ”says Edgars Butāns, a representative of the Riga City Construction Board.
If the developer sticks to this idea, a public consultation on the future of wood will have to be organized. As the construction of the attraction would have an impact on the entire landscape of the Victory Park, the Construction Board has decided to conduct a survey of residents on the development perspectives of the territory.
Entrepreneurs are puzzled as to why the surveys are planned to be held only now, because the idea for the idea was received from all responsible municipal institutions already at the moment when the thinkers decided to hold the auction. The authors of the plan believe that the construction board is slowing down the process by constantly requesting additional information.
“In our opinion, as I said, these demands are not justified at the MBP stage, but we still want to cooperate, we do not want any conflicts, we, of course, fulfilled it,” explains Dmitrijs Uspenskis, co-owner of SIA RPR Operators.
The auction rules stipulate that the construction documentation must be agreed by September 2021. However, the deadlines are jeopardized, as the development of the construction project takes at least a year. If the conciliation process does not continue, developers do not rule out the possibility of going to court.
The idea was also presented to the city’s architects. The city’s chief architect, Guido Prince, believes that the construction of a panoramic wheel is generally to be supported. Solutions for the improvement of the park in the area between Slokas Street and Raņķa Dam must also be discussed in detail, as well as the architecture and design of the panoramic wheel and service building must be agreed upon.
Entrepreneurs intend to invite residents to the new attraction by public transport.
“We are for a green Riga, we want to promote the use of public transport, as well as modern electric transport tools. We hope that tourists will walk from the Old Town, so we do not plan to significantly increase the number of cars in this area, ”says Uspenskis.
The developers also reassure that the wheel will not make much noise. It is planned that the cost of one trip will not exceed 10 euros.
