Not everyone needs to have their own statement. This applies, for example, to agents and employees of emergency services. Even if you return from abroad and travel home, you do not need to have a statement of your own, but you do need to show with other evidence that this is your reason for being on the street, such as with a ticket.

If you walk a dog, you do not need any other documents. Also in an emergency situation, for example if you flee from your home due to abuse, no personal statement is of course required.

How is it enforced?

Hospitals, pharmacies and other medical facilities will remain open after 9 p.m. Deliverers may deliver their letters and packages to you after 9 p.m. The same goes for meal deliverers. You can order a meal after 9 p.m. and receive it at home. Take away food is no longer allowed after 8.45 pm.
