The Covid-19 pandemic, which is plunging the cultural sector into an unprecedented crisis, will not have put a stop to the presidential project of Pass culture. After the parliamentary vote, on December 17, 2020, of the 2021 finance bill providing for a budget of 59 million euros (up 50%) for this new tool for access to culture for young people, its generalization is working.

Experienced for almost two years in fourteen departments, this geolocated application – allowing people aged 18 to have 500 euros to access the local cultural or digital offers of their choice – should be accessible throughout the territory within months. who come.

Orchestrated by the Havas agency, “A broad communication campaign will be implemented aimed at future beneficiaries”, said Roselyne Bachelot, Tuesday January 12, during her hearing before the Cultural Affairs Committee of the National Assembly. The Pass for all 18-year-olds, so it will be for 2021 but the precise launch date “Remains to be defined with regard to the health situation and the reopening of cultural places, specified the minister, because generalizing when culture is at a standstill would not make much sense ”.

Above all, changes, aimed at correcting its original defects, will be made both on the amount awarded and on the articulation of this new tool with an artistic and cultural education course (EAC). “The generalization of the Culture Pass will be accompanied by an additional mechanism for children under 18 in the school context in order to prepare them for a process of empowerment”, promised Roselyne Bachelot.

“Need for a mediation process”

Concerning 130,000 young people, including over 55,000 in Brittany, the experiment shows that users have spent, on average, only 137 euros after ten months of registration (and 230 euros after twenty-two months). This is why, during the generalization, the sum will be reduced to 300 euros.

In addition, discussions are currently being held with the Ministry of National Education to set up a system ensuring better use of the Pass. In order to promote a diversification of cultural practices, several scenarios are on the table: in high school, teachers could be called upon to become “Pass culture referents” to guide students, by offering them, for example, prescription lists. Before having at 18 years a credit of 300 euros to use freely, young people from 16 years old could have a plus pass. “Selective”, plus “Restricted” (without video games for example), perhaps in the amount of 200 euros. Objective: to encourage them to turn to more heritage and less digital cultural practices.
