But the current situation does not allow it. Never before have so many daily infections been registered as this month of October, the deceased are counted by a thousand each day and hospitals are beginning to be saturated. Despite being the first country in the world to register a vaccine, Russia is struggling to contain the covid because the majority of the population does not want to be vaccinated.

The main reasons why Russia is suffering its fourth wave of covid are the same as in the third: the resistance of a majority of the population to be vaccinated and a higher incidence of the delta variant. Russian citizens do not trust the four vaccines developed by local laboratories, nor their star, Spútnik V, the first anticovid injectable registered in the world, in August 2020. As of October 18, only 32% of Russians they were fully vaccinated, the pandemic control commission said Monday.

No result so far. As in the previous wave, in June, only extreme measures and threats of sanctions will achieve a change in attitude. Golikova proposed on Tuesday asking Russian President Vladimir Putin to declare a one-week vacation for the entire country between October 30 and November 7. Moscow Mayor Sergei Sobianin has ordered companies to put 30% of their workforce to work from home for the next four months. The new anticovid measures in the capital are taken after most of the 85 Russian regions have applied in recent weeks the mandatory vaccination for those who work facing the public and a covid pass with QR code to access public events.

In addition to Moscow, where more than 20% of cases are concentrated, St. Petersburg is also suffering from the rebound of the pandemic. The northern capital will apply covid pass for cultural events of more than 40 people from November 1, and from November 15 this measure will also apply to swimming pools, gyms, theaters, cinemas, museums and circuses. Shops and restaurants will be added starting December 1.

The Russian authorities have also decided to apply the threat of fines for not complying with the prevention regulations. And they have promised to punish those who do not wear the mask on public transport.
