Participants in the first round of consultations in the coalition, which ended in the early afternoon yesterday, were left with a similar feeling. They were devoted to the agenda of the cabinet and a clear listing of priorities. Names and posts will be discussed only after they have been clarified, the participants explained already at the weekend, when they received an agreement in principle for support.
This time the talks were held in the office of the Speaker of the National Assembly.
Kiril Petkov, Asen Vassilev, Lena Borislavova, Daniel Laurer, Nikola Minchev have repeated to their partners from the coalition – BSP and “Democratic Bulgaria” that only with a certain 121 deputies they will bring in the second government. The conversation was about what exactly to do in the next 6 months, and after the initial meetings on the weekends, we have now entered into the specifics.
The Reds were represented by the head of the parliamentary group Georgi Svilenski, by the economist Petar Kanev, by the retired social minister Georgi Gyokov and by the deputy speaker of the parliament Filip Popov.
DB co-chairmen Atanas Atanasov and Hristo Ivanov were absent from this round of negotiations. However, two ministers who resigned from the right-wing quota were present – Justice Nadezhda Yordanov and Bozhidar Bojanov, who was responsible for electronic governance. Along with them there were also experts.
The new independent MPs who broke away from ITN also joined the debates.
Economy, social policy, education, healthcare
were the topics of the first working group.
Laws on the topic of “Justice” and the other necessary legislative changes in order to receive the money for the recovery plan is the maximum program that the triple coalition has set for itself.

PP leaders were visibly attentive and friendly to their partners. However, tension was felt between them over whose main roles were in the process of creating a government and introducing laws.
Asen Vasilev and Daniel Lorer seemed to speak the same language, while Kiril Petkov, Lena Borislavova and Nikola Minchev politely demonstrated that they have their opinion on all topics and will defend it in the inner circle of the PP.
Laurer did not wait for the end of the consultations and was laconic about what happened in the talks. But on his way out, he was adamant that the PP wanted to secure the support of more than 121 deputies.
The outgoing Minister of Innovation and Growth emphasized that the search for like-minded people continues on an individual basis. “Any MP who thinks that what we are proposing as a program is welcome and we will talk to him,” he said. “In order to work stably, we are aware that this must happen in a stable institutional environment.
I don’t believe a minority government can do it.”
he stated. And he added that work is being done in two main directions – legislative and executive.
All those who stopped to comment on the new negotiations in front of reporters were adamant that for now there are no talks about the four ministerial posts vacant by ITN, as well as the positions at lower levels in the executive power. And the emphasis is on the preparation for the possible management program. It is expected to be finalized today and the main priorities of PP, BSP and DB will find a place in it. Only after its clarification, as well as after confirmation that there is a chance for a majority, do discussions about positions and names begin.
Clearly spelled out laws related to the recovery plan, plus judicial reform as a key priority – this is what Lena Borislavova brought up as the focus of the talks in her brief comment. It is expected to start the public consultation on the new Law on the Judiciary, where a mechanism for the release of the Prosecutor General will be provided.

Help is expected from those deputies who were part of the coalition, but were forced to leave it without principle – with these words, the head of the red PG pointed to Slavi Trifonov’s people. Late on Sunday, the ITN leader exploded on Facebook that it was not illegal, but it was “disgusting” that “Change” called literally everyone in the group.
There were no disagreements or remarks on the already known priorities stated by the BSP yesterday in the health, educational and social spheres, in the economy and energy.
Svilenski also said that Asen Vassilev will not “incidentally” expect support for the government in the plenary hall, but will want it to be declared in advance. If there is none, the third mandate will be awarded, which will certainly lead to elections, comments Svilenski. GERB has already declared that it will immediately return its folder to the president.
If it comes to the third draw, the BSP will again convene its plenum to decide what to do. “I think that the third mandate is not realistic – it should be composed again with these deputies in the parliament. The dividing lines are clear,” Svilenski added.
Radostin Vassilev also came to the parliament for the talks, who most likely retains the post of sports minister in the “Vasilev” cabinet. On entering, he explained that he would present ideas for changes to the lottery law and other sports-related projects. And on his way out, he was categorical that they did not talk about the distribution of ministerial seats.
Vassilev insisted on urgent changes to the Law on Gambling, which would guarantee the preservation of over 1,000 points on the Sports Totalizer.

The resigned sports minister denied that he was persuading people from ITN to support the new cabinet. But he urged if “there are still people there who think that the public interest is more important than the personal interest of Mr. Trifonov and a group around him, they better leave and announce it in time, because if things fall apart now , we are going to elections”.
In his statement from Sunday, Trifonov wished Vassilev and Petkov “to choke on power”.
Meanwhile, Elena Guncheva, who left Vazdazhdane, admitted that she had already been spoken to. “Let me see what composition and structure of the MC they will propose. It should be chosen very carefully. We may then enter a spiral of elections, GERB may return to power. I don’t know to what extent the PP is at all inclined to change anything in the previous administration, which in my opinion was catastrophic”, she commented to BNR. He insured that he is still on sick leave and does not know if he will be able to attend the vote.
