The
Spanish Committee of Representatives of People with Disabilities (Cermi)
has demanded the Government, especially the Ministries of the Interior, Economic Affairs and Social Rightsthat “at once” guarantee in the norm and in practice accessibility of the universal emergency number 112“which suffers from serious shortcomings nowadays”.

This is what Cermi points out in his pleadings brief to the draft royal decree for which regulate emergency communicationsa through the single emergency number 112, which is currently in the public hearing phase.

The Cermi proposes that the text of the royal decree expressly include the mandate of continuity in itinerancy, which means that in the case of end users with
disability, the warranty that the universal accessibility features will be available at all times accompanying the person who needs them within the entire national territory without discontinuity or bankruptcies according to the community or autonomous city providing the service, as well as within the territory of the European Unionregardless of the Member State providing the service.

To ensure this continuity of the service in cases of roaming, the Cermi proposes that the State, through the Ministry of the Interior, and in agreement with the autonomous communities and cities that provide the service, within the Industry Conference will establish the corresponding mechanisms that allow roaming to be verified without interruptions.

All these obligations, in the opinion of the Cermi, must be specified by order of the
Ministry of Economic Affairs and Digital Transformation
by virtue of which the appropriate measures will be adopted to guarantee that, when traveling within Spain, end users with disabilities can access emergency services under the same conditions as other end users, without bankruptcy or interruption of continuity of care.
