If the tenants hope to reopen as quickly as possible to find their customers, they will need less temporary support to hope to be profitable despite the measures to be respected.
Restaurateurs and cafetiers are in two different situations and the measures surrounding a reopening must therefore also be, believes the Federation. The clientele of bars is mobile, when that of restaurants is static, the installation of Plexiglas is possible in one, but less in the other, etc. In addition, the majority of bars do not have a terrace, “nor the possibility of providing one”.
“If the authorities are only moving towards partial reopening, it will be necessary to adopt and guarantee aid measures for operators, failing which they will irreparably sink”, she anticipates. The Federation requests in particular the maintenance of the bridge right for the tenant, until the end of the restrictive operating measures, a general reduction in VAT to 6% until the end of the quarter during which these measures will be lifted, and 12% VAT for after. The extension of the possibility of resorting to economic unemployment should, in its view, be extended and the payment of daily allowances provided for all closing days.
It also calls on energy suppliers to remove or reduce “interim energy bills” to prevent meters from being sealed. The insurers could participate in the recovery by recalculating the insurance premiums for operating civil liability and accidents at work for the employees in proportion to the number of days closed, and the traders and distributors in beverages by taking back the drinks expired since March 13th .
