MEXICALI, BC (appro).- With two thirds of the votes, the plenary session of the Baja California Congress elected Ricardo Iván Carpio Sánchez as head of the State Attorney General’s Office for the next six years.
Initially, Governor Marina del Pilar Ávila Olmeda proposed Carpio Sánchez as head of the new Secretary of Citizen Public Security. However, the federal decision so that these areas are headed by a military man caused him to move his pieces and integrate him into the list to fill the vacancy of the State Attorney General’s Office.
On December 7, Guillermo Ruiz, the first state prosecutor and compadre of former Governor Jaime Bonilla, resigned from office despite the fact that it would end in 2024. Today the local Congress appointed Carpio Sánchez as the new prosecutor and extended the term until 2028.
The legislators voted after six hours of listening to and questioning the three candidates for the position: Carpio Sánchez, Rafael Orozco Vargas and Alejandro López Reyes.
Of 25 votes, there were 21 in favor of Carpio Sánchez; two voted against the entire list and there were two absences.
During the questioning they were asked how to lower the crime rates in the state. All agreed that this should be seen as an “organized” act and go after the intellectual authors and not only the materials of the criminal acts, in addition to using new technologies as part of the intelligence.
Reduce impunity to create a safer state and a peaceful environment, work in coordination with the federation to reduce high-impact crimes and tackle organized crime, professionalize personnel, improve their working conditions and social benefits, as well as increase the intelligence, were some of the proposals in which the three applicants agreed to improve the FGE.
Among his credentials, the new prosecutor presented courses that accredit his experience in anti-kidnapping, hostage negotiation, undercover operations, link networks, mapping, intelligence, analysis of telecommunications information applied in crime investigation and human rights, among others. All studied in Colombia, Israel, the US FBI and the National Human Rights Commission.
And in his experience, he stands out for having been Prosecutor for Special Investigations (anti-kidnapping), Public Ministry of the Sub-Prosecutor’s Office for Special Investigations, State Commander of Special Investigations, State Anti-Kidnapping Commander, Investigations Coordinator of the Sub-Prosecutor’s Office Against Organized Crime, Head of Investigations of the Deputy Attorney General’s Office against Organized Crime and Head of Homicide, all positions in Baja California.
The second candidate, Rafael Orozco Vargas, has experience in the Public Defender’s Office of the Federation and in the Third Chamber of the Superior Court of Justice of the State of Baja California, in particular.
While the third applicant, Alejandro López Reyes, has worked in the areas of territorial investigation, investigations of relevant issues, kidnapping, among others, in Mexico City, Tamaulipas and Baja California.
The other two applicants will be incorporated into the work of the prosecution itself.
