Last June, the ecologist town hall of Lyon was proud to announce the new name of the quarterly municipal magazine decided by the Lyonnais using an online vote. “Au Fil de Lyon” replaced “Lyon Citoyen” this summer.

In the process, a tender was launched for editing and printing 16 issues of 52 pages for a total of 295,000 copies. The call for tenders is divided into 5 lots: layout, design, printing, postal distribution and public distribution (in subways and establishments open to the public).

Maximum transaction price: 3.4 million euros over 4 years, or 213,750 euros per issue. An extremely high production cost explained mainly by the number of pages: 2 million euros for 26 plates. It would have been possible to save money by reducing or increasing the 4-page magazine to avoid the printer having to perform the operation twice, which increases costs.

Defending ecological values ​​implies a fight against waste. The City of Lyon, so stuck on this principle, is telling us’ do what I say, but above all don’t do what we are going to do‘”denounces CANOL, the local taxpayer advocacy association.

For its members who keep a close eye on public spending, the lack of economic seriousness in this call for tenders is only a symptom of the desire assumed by Grégory Doucet to increase debt. The only hope to avoid a new astronomical expenditure: that the European companies which answer the call for tenders play the card of “the one who will spend the least” to please the town hall.
