On the contrary, does not pass the phase 1 of desescalada the 14 departments remaining in which is divided administratively Comunitat Valenciana. In particular, the four health departments of the city Valencia and its metropolitan area; the department of Manises; the department of the Bank; the department of Lliria; the department of Sagunt; the two departments of health Alicante and its zone of influence; the others in the area Elx; the department of the Flat (Vila-real), and the department of the Flat (Castelló).

In his appearance, Fernando Simón, has explained that the Ministry has been discussing with each autonomous community the fulfillment of certain values related to hospital capacity, with the level of severity of the hospitalized patients, with values of disease transmission or the capacity of the health system for the early detection of cases.
