“That chair belongs to you”: so they rigged the competition in Medicine

They would have guided the choice of the jury and prepared ad hoc criteria, rigging the competition for the position of associate professor of the chair of plastic surgery of the Faculty of Medicine of the University of Turin, favoring a candidate (who later won): the hypothesis of Prosecutor who closed the investigations against six people accused of disturbed freedom of the administrative procedure and (one) of inciting corruption. At the center of the police investigation – initiated by the prosecutor Roberto Sparagna and now coordinated by his colleague Giovanni Caspani – are Professor Stefano Bruschi, 70, director and full professor of the plastic surgery specialty school; and Dr. Maria Alessandra Bocchiotti, 52, the one who would have benefited from illicit favors, winning the post. At the origin of the plan, according to the notice of end of investigations, there would be the relationship between Bruschi and Professor Giovanni Bocchiotti, predecessor in that chair and medical director of a diagnostic center (Cdc): In the face of the designation of his daughter Maria Alessandra a Professor – write the agents of the judicial police section of the Police – he would have called Bruschi, once retired, to collaborate with the CDC. Hence, the incitement to corruption.

Profile of the tailored candidate

The investigation started in July 2018, after a complaint by the medical director of the complex structure of plastic surgery, Dr. Marco Fraccalvieri, 57, assisted by the lawyer Michele Galasso. That is, the candidate in the same competition, who would have been penalized. How – he later told the investigators – he immediately understood from a sentence that Bruschi would have said to him: This place for Maria Bocchiotti. In the investigation – after almost a year of investigations and wiretapping, and an environmental audio-video bug – the three members of the commission were also investigated for disturbance: professors Carlo D’Aniello, 72, at the time full professor of Surgery plastic at the University of Siena; Francesco D’Andrea, 62, full professor and director of the postgraduate school of plastic surgery at the second university of Naples; and Corrado Rubino, 59, full professor at the University of Salerno. Investigates defended, among others, by the lawyers Fulvio and Nicola Gianaria, Stefano Castrale, Mauro Ronco and Paolo Pacciani. It is clear – the policemen note in the 248-page final report – that the bankruptcy case in question was certainly “piloted” by Professor Bruschi, in favor of Dr. Bocchiotti. Both through the careful and instrumental choice of the members of the judging commission, as well as through the preparation of the “medallion”, artfully prepared on the basis of specific and ad hoc criteria, such as to favor the candidate Bocchiotti. Furthermore, in order not to take any risks, the medallion, that is the candidate’s profile, will not even be used by the commission: a “scoring” method has been specially prepared, so as to make the evaluations unassailable.
