Chat service – Telegram founder in custody: Messenger counters allegations – Panorama

by Chief editor of world-today-news.com August 26, 2024
written by Chief editor of world-today-news.com

In a statement, the company wrote that it complies with all applicable rules, including the new Digital Security Act (DSA), which is intended to ensure more consistent action against illegal content and activities on large online platforms. Durow “has nothing to hide” and travels frequently in Europe. In addition, it is “absurd” to hold a platform or its owner responsible for the misuse of the service by third parties.

Telegram has long been accused of not taking consistent enough action against hate speech and other illegal activities. The company itself emphasizes that it is within “industry standards.”

Probably wanted on suspicion of serious allegations

However, the French judiciary may see things differently. According to reports, preliminary investigations against Durov have been underway for some time. The suspicion is that he was complicit in drug trafficking, fraud and several crimes related to child abuse due to his lack of intervention at Telegram and inadequate cooperation with authorities. The Franco-Russian was therefore wanted by the authorities.

Durov was then unexpectedly arrested on Saturday evening at Le Bourget airport near Paris, as the broadcasters TF1 and BFMTV as well as other French media reported, citing investigators. It was initially unclear why he travelled from Azerbaijan to France, where he was wanted. The Paris public prosecutor’s office initially declined to comment on the case.

The Russian embassy in France has already taken up the case, according to a statement from the Foreign Ministry in Moscow quoted by the state-run Russian news agency Tass. The French authorities have been called upon to allow consular access to Durov, said Russian Foreign Ministry spokeswoman Maria Zakharova. “The only problem is that Durov also has French citizenship,” she said. “Accordingly, France will primarily consider him as its citizen.” Durov’s relationship with the Russian authorities is considered difficult.

Durow founded Telegram with his brother Nikolai after both had already launched the network Vk.com, a kind of Russian-language Facebook. Telegram is one of the most important online networks in Russia, and is also used by many authorities and politicians for communication. In Russia’s war of aggression against Ukraine, the service is used by both sides for messages.

Corona – Head of the Kunsthalle calls for an investigation into the Corona pandemic – Culture

by Chief editor of world-today-news.com August 24, 2024
written by Chief editor of world-today-news.com

During the Corona pandemic, museums were closed and hardware stores were open. “It was absurd,” recalls Rostock’s art gallery director. He wonders why cultural centers in particular had to close for so long.

Neumann, director of the Kunsthalle since 2009, pointed out that the rules were applicable in different areas. “A good hardware store has more visitors in one day than the Kunsthalle has in a month. But the hardware stores stayed open at the time. For me, that was a very difficult way of dealing with art.” Museums, with their large areas, could have ensured compliance with distance rules or the requirement to wear masks very well. “We also have a restaurant in our building. I would have been allowed to reopen it, but not the museum. It was absurd,” the 63-year-old recalls.

The necessary evaluation and review process is not about being a know-it-all. The situation was new for everyone at the time. “But you have to ask yourself: why did museums have to be closed for such a long time?” Only if the procedure is well explained can it be understood in retrospect, stressed the art gallery director. If it cannot be explained, then the necessary conclusions must be drawn so that such mistakes are not repeated in comparable situations.

Baden-Württemberg was involved in the introduction of the debt brake. That is over – Politics

by Chief editor of world-today-news.com August 22, 2024
written by Chief editor of world-today-news.com

When the debt brake for the federal and state governments came into force in 2009, it was a big deal for Baden-Württemberg. A year earlier, Chancellor Angela Merkel (CDU) had already praised the “Swabian housewife” as a counter-model to the excesses that led to the banking crisis. “We should have simply asked the Swabian housewife,” said Merkel in 2008, in Stuttgart of course. “She would have told us a piece of wisdom: you can’t live beyond your means in the long run.”

With the debt brake, the Swabian housewife was no longer just a synonym for thrift. She became a central point in German financial policy: the federal government and the states were no longer to take out loans. Baden-Württemberg politicians played a part in the reform. The then Prime Minister Günther Oettinger (CDU) was co-chairman of the Federalism Commission that paved the way for the debt brake. Five politicians from the southwest were involved in the committee, including Winfried Kretschmann (Greens), the current Prime Minister. “The debt brake speaks Swabian,” wrote the Stuttgarter Zeitung.

But calls for special funds of all kinds are now coming from Baden-Württemberg of all places. Credit-financed special funds are one way of circumventing the debt ban. But they are also a construct that the Swabian housewife of Merkel’s type would presumably reject indignantly: Ha no!

So it was somewhat surprising when Prime Minister Kretschmann recently suggested a special fund for the railways and, on top of that, a special fund for the development of a green hydrogen network. In both areas, the southwest is worried about being left behind. Kretschmann’s former party colleague Boris Palmer is now following up with the demand for a “special construction fund for municipal housing companies” of over 100 billion euros – exactly the amount that the Bundestag has approved for the “special fund for the German armed forces”. In a joint memorandum with the local tenants’ association, the mayor of Tübingen justifies the move with a “precarious situation” on the housing market, which is affecting both tenants and the construction industry. Municipal housing companies could alleviate hardship by building new buildings locally. A special fund is necessary for this, because the municipalities are financially at their limit. In his public consultation hours, says Palmer, the question of affordable housing now dominates. The image of the Swabian house builder sung in a popular song (“work, work, build a house”) no longer reflects reality. Today, many people can barely afford the rent.

Financial scientists without a regional background have never been very keen on the idea of tackling macroeconomic challenges by comparing them to housewives. Nevertheless, the stereotype of the thrifty administrator of Swabian family coffers remained popular, especially in Württemberg, where poverty and pietism have long been dominant. Just this spring, the CDU parliamentary group leader in the state parliament, Manuel Hagel, called for “a kind of eternal guarantee for the debt brake, so that the discussion finally stops.”

Basketball – Herbert: “Would have been interested in extending” – Sport

by Chief editor of world-today-news.com August 21, 2024
written by Chief editor of world-today-news.com

World champion coach Gordon Herbert said he would have liked to continue his work at the German Basketball Association (DBB). “I would have been interested in extending my contract, but in the end we couldn’t agree,” the Canadian told the daily newspaper WeltThe separation is probably due to the fact that the association does not allow a dual role, and Herbert would not have been allowed to coach a club at the same time. This was his wish last year.

Herbert gave up his post as national coach after the Olympic Games and now works for German champions Bayern Munich. The reason for his departure was the impending upheaval in the national team. “We now need to build a new team. That will take at least two years. But I only had one year left on my contract,” said Herbert.

Herbert was not involved in the search for his successor – the Spaniard Alex Mumbru is the new national coach. “I was only officially informed the evening before his presentation. I was not asked for my opinion either,” said the 65-year-old.

Financial considerations were not the deciding factor for him when he moved to Munich. “Many people think that I’m going to Bayern because of the money. But that’s not true, I had much higher offers,” explained Herbert: “I wanted to stay in Germany. I really enjoy working here, I like the Germans.”

by Chief editor of world-today-news.com August 21, 2024
written by Chief editor of world-today-news.com

Pupils who have fled Ukraine are counted as minors with Ukrainian citizenship and non-German country of birth who have been admitted to Brandenburg since March 1, 2022, after the start of the Russian attack on Ukraine.

460 young people from Ukraine at a high school in Brandenburg

In mid-June this year, almost 3,000 pupils attended a primary school. 1,450 went to a secondary school, 450 to a comprehensive school. Around 460 pupils were aiming for a high school diploma, and 130 were aiming for a special needs school diploma. Almost 400 pupils attended a vocational school.

According to the Ministry of Education, the same rules and procedures apply to Ukrainian boys and girls at Brandenburg schools as to all newly arrived or foreign-language students. According to a survey in mid-June this year, 58 percent of Ukrainian students were learning German as a second language in remedial courses. 13 percent were learning German in preparatory groups with special support, it was said. 29 percent of boys and girls were taught German as a second language without additional support.

At the end of June, Brandenburg’s state school authorities had hired 313 skilled workers, most of whom had fled from Ukraine. They supported the schools as teachers or as so-called pedagogical staff.
