Postal voting: The process and deadlines – 2024-05-12 11:41:21

Postal ballot envelopes have begun to be sent to over 200,000 registered voters, following the recent completion of the registration of those interested in voting this way in the upcoming European elections.

In the last few days, an email, sms or viber message has started to be sent to the voters that the shipment of their envelope has started and that they have the possibility via a link to follow the progress of the shipment until it arrives at their door, just like what happens every day with parcel distribution or food. Some of them have already received the special file.

As stated in the enclosed instructions of the Ministry of Interior, the receipt of the material is done only by the registrant himself or by a person authorized for this purpose. For the authorization, a genuine signature visa is required from a public authority or via the “gov.gr” electronic portal. The verification of the recipient’s identity is carried out by the distributors of the sponsoring companies that distribute the postal voting materials. In the event that information is not verified, the contractor will be subject to a fine of 10,000 euros for each file for which the omission was found.

The distribution of the envelopes to the 153,3222 registered within Greek territory has been undertaken by ELTA and a private courier company. For the 49,234 registered Greek voters residing in a total of 127 countries abroad, the relevant process is handled through corresponding local companies.

What’s in the folder?

The envelope that the 202,556 voters will receive contains:

  1. An instruction sheet, which includes the lists of MEP candidates of all parties.
  2. The ballot paper, which is uniform and includes all the parties participating in the elections and a special space for the voters to choose the candidates of each combination.
  3. The voting envelope, in which the ballot should be placed
  4. The application – responsible declaration of postal voting which can also be submitted digitally through the epistoliki.ypes.gov.gr platform and
  5. The postal vote return envelope, which should be sent in time to the postal vote collection area.

The return of the envelope with the ballot paper is free of charge for voters within the Greek territory, who either contact the company (the contact details are listed in the original message) and arrange a day and time for delivery to their place by an employee, or deliver it in person to one of the company’s stores.

Residents abroad, if they wish to send the envelope free of charge, must contact the same company that delivered it to them. Alternatively, they choose another shipping method but at their own expense, which will be refunded to the voter at a fixed rate.

The deadlines

The postal votes, in order to be counted, must reach their destination (place of collection of postal votes), on the eve of the elections, specifically by Saturday, June 8, 2024, at 17:00 Greek time. To be within the deadline, voters should mail the ballot envelope four to 11 days in advance, depending on the case.

For those residing in Greece, the deadline for sending is Monday, June 3 if the envelope is received by an employee of the postal company, and Tuesday, June 4 if the envelope is deposited directly at the company’s offices. For those living abroad, the envelope must be sent no later than Tuesday, May 28. The Ministry of the Interior recommends that the file be sent registered and express.

If the envelope does not arrive in time at the postal vote collection site, it is returned to the sender unopened. In this case, participation in the elections is done only by attending the polling station.

Those who lose the ballot or the application – responsible declaration can print them through the postal voting platform epistoliki.ypes.gov.gr, by selecting “Policy Voting Instructions” and then “Policy Voting Files”. People with disabilities can visit the website specially designed for them epistoliki.ypes.gov.gr/myvote, where they can fill in and print their ballot in an easy and simple way.

According to information, a cross-examination of all involved persons took place, namely Anna Michelle Asimakopoulos, the former Secretary General of the Ministry of the Interior Michalis Stavrianoudakis, N. Theodoropoulos, and representatives of the ND and the Ministry of the Interior. The examination took place in a good atmosphere, although there was no shortage of tensions between them because everyone was trying to shift the blame from themselves.

According to the same information, the ND representatives categorically denied any involvement of the party. However, the multiple security problems, institutional and personal, that exist in the Ministry of the Interior, which, as vima.gr is informed, from its internal sources, has not been harmonized with the GDPR even though sensitive personal data of citizens are kept.

In fact, the person responsible for compliance with the GDPR was there at the time of the educational license leak and was being replaced by another employee. The APDPH did not deal with the recent burglary at the Ministry of the Interior as it had received the information it was interested in about a month ago. The new evidence arising from today’s meeting will be carefully investigated and the final conclusion is expected around mid-May.

The registration process for those who wanted to have the right to vote by mail in the European elections has been completed. In total, more than 200,000 citizens were registered.

The Competent Authorities were handed the conclusion of the Internal Audit Unit of the Ministry of the Interior regarding the leak of personal data of Greeks abroad, in which the MEP of the New Democracy, Anna Michele Asimakopoulou, was involved.

The Ministry’s Internal Audit Unit carried out a full audit that resulted in an extensive conclusion, which Minister Niki Kerameos and Deputy Minister Theodoris Livanios handed over today to the head of the Athens District Attorney’s Office and the president of the Personal Data Protection Authority, to facilitate their investigations. .

A central element of the finding is the verification, during the period of May-June 2023, of non-institutionally prescribed traffic, within the Ministry of the Interior, of personal data of Greek citizens living abroad who had registered to vote in the 2023 parliamentary elections.

As stated in the relevant announcement “the Minister and the Deputy Minister are proceeding with the procedures for the disciplinary actions in question as well as for the further strengthening of security measures in relation to the protection of personal data”.

Due to the scandal, Anna Michele Asimakopoulou was not included in the New Democracy’s European ballot, while the secretary of Apodemon of the ND Nikos Theodoropoulos and the general secretary of the Ministry of the Interior Michalis Stavrianoudakis were dismissed.

“From the first moment, the political leadership of the Ministry of the Interior stated that the case of complaints about sending e-mails to Greek citizens living abroad will be fully clarified.

Precisely for this reason, on the first working day after the citizens’ complaints, Minister Niki Kerameos and Deputy Minister Thodoris Livanios, gave an order for an internal audit to be carried out at the Ministry of the Interior.

The Internal Audit Unit of the Ministry carried out a full audit that resulted in an extensive conclusion, which Ms. Kerameos and Mr. Livanios handed over today to the Head of the Athens Prosecutor’s Office and the President of the Personal Data Protection Authority, to facilitate their investigations.

A central element of the finding is the verification, during the period of May – June 2023, of non-institutionally prescribed traffic, within the Ministry of the Interior, of personal data of Greek citizens living abroad who had registered to vote in the 2023 parliamentary elections.

A break-in at the office of the head of the Elections Directorate of the Ministry of Interior was reported yesterday.

In particular, the director complains to the police, as revealed by in.gr, that at noon on Friday and while he was absent from the office, someone broke the lock and entered the office. The police were immediately called.

“From inside my office I do not know if anything has been removed. There are important public documents on my office computers that I fear have not been copied or tampered with,” according to the director.

Just before three o’clock, 4 people from the electronic crime prosecution together with the director crossed the threshold of the Ministry of the Interior at 2 Evangelistrias Street. The computer contained important public documents.

The Ministry of the Interior states in a statement:

“During the midday hours of Friday, April 26, there was a complaint regarding an alleged break-in at the office of the head of the Elections Directorate, which is located on Evangelistrias Street. The entrance to the specific building is guarded by a private security company, while an identity check is carried out upon entering the visitors.

The reactions of the parties

SYRIZA requests a full clarification of the case: “The government has not yet made known the obvious: what was stolen and whether personal data has been misappropriated.”

The government representative of PASOK spoke of an ignominious end to the investigation of the independent personal data authority after the theft of the files from the elections office of the Interior.

“Can you solve the mystery for us as to what was stolen or tampered with by your ministry’s election directorate? The PC of Mr. Theodoropoulos has been confiscated at the offices of N.D. so that we all know exactly what files it contained, when they were transferred or when they were possibly deleted?’

“The need to convene the Institutions and Transparency Committee of the Parliament, which has been requested by the KKE, in order for Ms. Kerameos and to give explanations, it becomes even more imperative”, says the KKE.

Niki Kerameos, Minister of the Interior, stated: “And the irresponsible mudslinging continues with strong doses of science fiction! The Ministry of Foreign Affairs has provided all the information requested by the Privacy Protection Authority a long time ago, while the Authority has already sent its findings on the case. As for the incident of alleged burglary at the Ministry of Interior, a relevant announcement has been issued.”

The Head of the Athens First Instance Prosecutor’s Office has been informed about the case.

The Headquarters of the Hellenic Police announces that regarding a complaint made to the Acropolis Security Department, which concerns a burglary in premises where the Elections Directorate of the Ministry of the Interior is housed, the preliminary investigation is being carried out by the Athens Security Sub-Directorate, with the assistance of the Directorate of Criminal Investigations and of the Electronic Crime Prosecution Directorate.

The Head of the Athens Prosecutor’s Office has been informed about the case, while a further update will follow regarding the results of the investigations.
