UN Investigators Find Evidence of War Crime as Russian Drone Attacks Force Ukrainians From Thier Homes
new York, NY – A forthcoming report to the UN General Assembly details evidence suggesting Russian forces are employing drone attacks as a intentional tactic to forcibly displace Ukrainian civilians, possibly constituting a crime against humanity. The findings, compiled by the autonomous International Commission of Inquiry on Ukraine, reveal a pattern of harassment and violence targeting residents near the frontline.
The 17-page report, reported on by Reuters Monday, documents over a year of incidents - spanning more than twelve months in three southern Ukrainian regions near the front lines and the Dnieper River – where civilians were systematically stalked by drones equipped wiht cameras. In numerous cases, these drones weren’t simply used for surveillance. Investigators found evidence that firebombs and explosives were dropped on individuals and locations where people were seeking shelter.
“These attacks were carried out as part of a coordinated tactic to expel civilians and constitute a crime against humanity in the form of forced population displacement,” the report states.
The Commission’s conclusions are based on a comprehensive investigation involving 226 interviews with victims, witnesses, aid workers, and local authorities. This qualitative data was further corroborated by the analysis of hundreds of verified videos sourced from the internet. The report highlights the escalating impact of these attacks, forcing thousands of Ukrainians to abandon their homes and entire communities.
Russia has consistently denied intentionally targeting civilians throughout the conflict, despite documented evidence of thousands of civilian deaths since the full-scale invasion began three and a half years ago. Reuters notes that while Ukraine has also conducted attacks on infrastructure within Russia and Russian-controlled territories, these have been considerably less frequent and on a smaller scale.
the report is expected to be formally presented to the UN General Assembly this week, raising the prospect of further international scrutiny and potential legal action regarding the alleged war crimes.
