“Government Committees Consider Legal Measures and Resolutions for Addressing Asylum Seeker Influx in New York City”

Councilors from the Government Operations and Immigration committees held a lengthy hearing on a series of proposed legal measures for the five boroughs and resolutions to be adopted to address the challenges of the continued influx of asylum seekers.

Members heard testimony from dozens of crisis organizations and city agency officials about their work to address them.

They were considered:

⁃ Issue a universal bill of rights for immigrant workers to be displayed in all workplaces.

⁃ Amend the City Administrative Code on Documentation Constituting Proof of Identity for Obtaining a New York City Identification Card, IDNYC.

⁃ Establish a refugee and migrant settlement office.

Council resolutions were also considered for:

⁃ Ask US Citizenship and Immigration Services to expedite the approval process for employment authorization applications.

⁃ Demand Congress pass the “Safe Welcome for Children Act of 2022,” to ensure the safety and well-being of migrant children in government custody, as well as TPS for Cubans, Haitians, Nicaraguans, and Venezuelans.

⁃ Demand more federal resources for refugee settlement in New York.

⁃ Condemn the sending of migrants by bus from other states as human smuggling.

⁃ Require Governor Hochul to declare the crisis a state emergency and discontinue the state’s use of E-Verify to verify that a person has federal employment authorization, in addition to

⁃ Approve the Access to Representation Law, which establishes the right to legal advice in immigration court proceedings and provides for their administration.

This meeting comes amid City budget negotiations and as Mayor Adams continues to lobby the Biden Administration for more help dealing with the asylum seeker crisis. The Council will continue discussions next week.

“Deliveristas Gather for Justice as Murderer of Mexican Food Delivery Man is Sentenced”

The outside of the Manhattan Criminal Court heard voices in Spanish from the so-called “deliveristas”.

The food delivery men were gathered there to assess the sentence handed down on the thirteenth floor this Thursday: the convicted murderer of the Mexican food delivery man Francisco Villalva Vitinio was sentenced to 41 years in prison or the rest of his life behind bars.

“Thank God that justice was done and they gave the murderer 41 years,” said Margarita Villalba, sister of Francisco Villalva Vitinio.

“I’m a little better now, but my brother’s agreements come to me and it’s not easy at all,” added Margarita.

The Villalba brothers thanked the community for their support since the night of March 29, 2021, when Francisco took a break on the field of Poor Richard’s Playground in East Harlem before going home after a long day distributing food in the Upper East Side.

The attacker demanded his electric bicycle and fatally shot Francisco in the chest, leaving him to bleed on the pavement.

“I’m very thankful to the people who supported us,” added Lucas.

“He was a very good person, he worked, he supported my parents a lot, my dad is now very sad because my brother Francisco is no longer here,” said Margarita.

This same month Francisco would have turned 30 years old.

Washington Heights Leads the Charge in Meeting Climate Change Goals

“Washington Heights is doing the right thing…” So says Manhattan Borough President Mark Levine, other elected officials and neighborhood groups, as well as environmental groups, gathered outside this Washington Heights residential complex.

They ask Mayor Adams not to compromise on the implementation of the so-called Local Law 97, which requires most buildings larger than 25,000 square feet to meet new limits for energy efficiency and greenhouse gas emissions next year, with stricter limits from 2030.

“The real estate industry is reaching out, asking for exemptions, delays or lower sales, and if we do that, we’re not going to do what it takes to protect our planet,” Levine says.

At the forefront of evolution and compliance with legislation passed in 2019, Hudson View Gardens, a 350-apartment working-class cooperative built in 1924 that has upgraded its heating systems and begun the migration to more efficient air conditioning systems.

“We are a community that has suffered from the impact of the climate crisis and we understand that our responsibility is also to add to the objectives of trying to electrify our buildings and lower emissions,” said Councilwoman Carmen De La Rosa.

All buildings covered by this law must submit an emissions report certified by a design professional no later than May 1 beginning in 2025.

But the country’s most progressive environmental law faces the same problem as other climate change goals: getting it done at all levels.

Immigrant frustrated with appointment delays, expresses desire to work

Alexandra, who asked us not to reveal her last name, arrived hopeful at 3 in the morning at the central Immigration office in Lower Manhattan.

They did not attend her and told her that she must appear in a month for the so-called ‘check-in’ but that they will not explore her case for at least a year.

“Everything is very expensive, and there is not enough money to buy food, especially with inflation that has risen a lot. It is not enough,” said Hernández.

As a supportive measure, the city announced the expansion of its food benefits program to subscribers of the Humana Medicare Advantage health plan.

Recipients will now be able to show their cards to receive “Greenmarket Bucks” to buy staples like meat, cheeses, eggs, dairy, plus fresh, locally grown fruits and vegetables at all GrowNYC green markets, farm stands throughout the five boroughs and outlets of the so-called “Fresh Boxes”.

“Our program is very innovative,” said Tutu Badaru, GrowNYC’s deputy director of food access initiatives and partnerships, ensuring that they are actively working to give greater access to fresh, quality food to more residents of the five boroughs.

The director of the Mayor’s Office for Food Policy, Kate Mackenzie, stressed that this expansion occurs at a key moment.

“SNAP program participants are seeing a reduction in their benefits,” the official said, assuring that the Adams administration seeks to stretch the dollars of New Yorkers most in need, including seniors.

“The biggest beneficiaries of the program will be low-income Medicare subscribers over 65 years of age, said the New York City marketing director for Humana insurer, which will now offer these benefits to its members who qualify.

The MET Museum offers guided tours in Spanish

Romina Williams is living her dream. The New Yorker of Argentine origin is the first at the New York Metropolitan Museum to offer guided tours in Spanish, the only one when she started.

“I feel like it’s a totally different experience than what one studied or what one can read about seeing the colors of antiquity personally and seeing the shapes of antiquity personally,” Williams says.

She says she loves working with children.

“When a father brings his children to the museum, I think he is giving them a key that not everyone has. That key that opens your sight to something that is totally different and that makes you, as little ones, want to have other opportunities in the future”, adds this art historian and Guide, Metropolitan Museum of New York.

We followed her closely as she opened the doors of the museum to a group of students from Malaga, Spain.

“Very interesting!” exclaims a student.

For decades and even after the pandemic, Williams identified a void for Spanish-speaking visitors to one of the city’s most iconic cultural institutions. This is how Romina Williams explains it to us

“They had nothing inside the museum: they had no maps, there were no audio guides and I felt that this was my opportunity to help others discover what I love about the MET.”

The expert assures that New York families who have not visited the museum miss out on a unique opportunity to explore the world and their own roots.

“It is a way of traversing civilizations through time. There are art collections that are current, that are contemporary; So, they generate something in the heart, how to say: my country or my nationality are also present in this museum, which is one of the three best in the world”, he says.

Though familiar with the 2.2 million square feet and more than 2 million works in the museum’s permanent collection alone, Williams says there’s always something new to discover at the MET.

“The MET never bores me. When I have a moment to relax, I go to a gallery and see how the tones pass and change according to the time, if the sun goes down or the sun rises”, she maintains.

The experience of the collections of masterpieces in Spanish is invaluable, shared by visitors like the group that traveled from Malaga.

“It is greatly enriched if we have a possibility that there is an expert person who will tell you all kinds of curiosities,” says Professor Patricia Santos Campos.

Williams recommends wearing comfortable shoes to walk around the museum, drink water and come without a pre-established time limit, to let yourself be conquered by the magic of the MET.
