The Election Commission of India (ECI) on Friday (July 11, 2025) announced that more than 74% of the 7,89,69,844 electors in Bihar have submitted their Enumeration Forms as part of the ongoing Special Intensive Revision (SIR) of Electoral Rolls in the State.
โThe last date for collection of Enumeration Forms is July 25,โ the Commission said in an official statement.

In the second phase of the SIR exercise, Booth Level Officers (BLOs) are undertaking a house-to-house campaign to assist electors and collect filled Enumeration Forms. โField-level functionaries, including 38 District Election Officers, Electoral Registration Officers (EROs) covering all 243 Assembly Constituencies, and 963 Assistant EROs (AEROs), are supervising the progress,โ the ECI said.
According to the Commission, the digitisation and uploading of the Enumeration Forms are proceeding smoothly. โIn line with Para 3(h) of the SIR guidelines, BLOs have successfully digitised and uploaded 3.73 crore Enumeration Forms through the BLO App/ECINet, out of the total collected so far,โ the statement said.

The poll panel also said that a new module has been implemented in ECINet for verification of the uploaded forms by the AEROs and EROs. โAs of 6 p.m. today, 5,87,49,463 Enumeration Forms โ which is 74.39% of the total โ have been collected in the last 17 days since the issue of SIR instructions on June 24, 2025,โ the statement added.

The Commission noted that a total of 77,895 BLOs, including 20,603 newly appointed ones, are working on the ground. โOver four lakh volunteers are supporting the elderly, persons with disabilities, the sick, and other vulnerable populations, along with the 1.56 lakh proactive Booth Level Agents appointed by all recognised political parties,โ the statement said.
The combined efforts of these personnel have resulted in the collection of over 74% of Enumeration Forms ahead of the July 25 deadline, the Commission noted.
