Cameroon News :: Unique identification number now mandatory :: Cameroon news

In accordance with article L 1 bis paragraph 2 of the General Tax Code, the Minister of Finance, Louis Paul Motaze, informs taxpayers that the Unique Identification Number (NIU) is mandatory for all payments made on the budget of the State and public or private legal entities.

This number constitutes the unique and obligatory reference for identifying service providers and successful bidders for any public order.

The MINFI therefore invites actors in the public expenditure chain to systematically use the NIU for the identification of taxpayers as part of any operation carried out in computerized public expenditure processing applications.

(Camer.be- Yaoundé) – The president of the African Economic Intelligence Monitoring Center (Cavie) speaks about the Francophone Economic Intelligence Festival which will be held on November 2 in Yaoundé.

President, only a few days left, and the Cavie will organize the Fief. How is Cameroon preparing for this event?

With gravity and sobriety. If we come to talk about a festival, it is above all to draw the attention of public authorities and the business world to the urgency of public policies and operational units of economic intelligence both at the level national as well as at the scale of economic actors taken individually. The exacerbation of competition in our markets is pressing on us. In truth, if there was no emergency, we would not talk about it in public for the simple reason that no normally constituted competitor exposes his strategy, his methods, or his tools. Unless there is a maneuver aimed at distracting or deceiving the adversary. Moreover, never forget that economic intelligence is an intelligence activity, certainly legal, but sensitive for our States and our companies, which must be protected.

What will be the innovations of this 2nd edition?

The main innovations of this edition lie in the involvement of the Cameroonian government, international organizations and diplomatic representations. This is the place to salute, at the level of public authorities, the remarkable contribution of the Cameroonian Ministry of Economy, Planning and Regional Development, whose number one, Mr. Alamine Ousmane May, signs the preface of the white paper which includes all the work and recommendations of this second edition of the FIEF. Our gratitude and congratulations also go to the Ministry of SMEs, Solidarity Economy and Crafts, as well as to the Ministry of Tourism and Leisure who are involved in the success of this international event to the extent of their possibilities. Finally, the participation of the embassies of Congo, France and Tunisia, in particular; as well as the United Nations Development Program (UNDP), the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the African Development Bank (AfDB) are an extremely strong signal of the the growing interest of these leading players in economic intelligence.

This is about the Francophone Economic Intelligence Festival. How did we get here and what solutions will these meetings bring to the economic intelligence ecosystem?

We started from two observations. The first is that Africa is the future of the Francophonie. Mathematically, demographically speaking. From 321 million today, the population of this community will reach 700 million in 2050. More than 85% of these individuals will live on the black continent. The second observation is that this French-speaking community, if it were as economically integrated as its Commonwealth-type competitors, it could become more competitive, more attractive and more conducive to the well-being of its citizens. Faced with the analysis of this double observation, we estimated that when we are a reference center in Africa in terms of training, certification and the implementation of monitoring and economic intelligence and due diligence systems, we takes responsibility. This is how the Francophone Economic Intelligence Festival was born. Its mission is to methodically mobilize French-speaking expertise from five continents to boost the competitiveness of the French-speaking area through findings, analyzes and recommendations. FIEF2023 will work to boost the competitiveness of French-speaking territories through territorial intelligence methods, techniques and tools that can be immediately used by central decision-makers and local elected officials.

What is the state of play in relation to the penetration of matter in Cameroon?

If it takes great care to answer this question – precisely for the reasons mentioned above – it is clear that at the moment when I speak to you, loudly – ​​it is clear that at the moment when I speak to you, the The State of Cameroon does not yet have a real public policy in terms of monitoring and economic intelligence, even less a dedicated national system. It should be noted, however, that CAVIE has already trained the parliamentary attachés of the National Assembly of Cameroon, at the same time as their Congolese counterparts, in parliamentary intelligence. In the business world, CAVIE and GICAM (Cameroon Inter-Employment Group) have already signed a strategic partnership which remains to be implemented. On the scale of private companies, taken individually, we can be satisfied that major players like Boissons du Cameroun, a subsidiary of the Castel group in Cameroon; Sic Cacaos, subsidiary of Barry Callebaut; Chanas Assurance, Afriland First Group, BICEC, the Autonomous Port of Douala, Crédit Foncier du Cameroun, CRTV, Cameroun Tribune, Vision 4, Mutations, to name but a few, have already sent their executives and managers for training to CAVIE. The latter go through short, intensive and certifying programs in monitoring, economic intelligence, due diligence, human intelligence, influence of public decision-making, risk management or crisis communication. They are the ambassadors of economic intelligence within local companies.

In addition to chairing CAVIE, I am founder of Knowdys Consulting Groupe, head of the Doing Business in Africa Program at CentraleSupélec Paris since 2012, formerly of the Paris School of Economic Warfare and the Executive Doctorate in Public Affairs of the Paris Dauphine-PSL University. I am the author of several works including “70 chronicles of economic warfare in Africa”.

Christelle Nadia Fotso, daughter of the illustrious businessman Fotso Victor, has decided to take her fight for justice and the preservation of her father’s legacy to the Swiss courts. In an unwavering approach, she requested Swiss justice to open legal proceedings against her brothers, Roger Fotso, Yves Michel Fotso, and Laure Njitap Fotso, whom she accuses of being responsible for what she considers like the squandering of his father’s fortune.

The three brothers, whose names are now associated with complex legal cases, are at the center of this family saga which is shaking public opinion and the business world. Christelle Nadia Fotso, determined to uncover the truth, has described in detail the roles played by her brothers in what she considers a misappropriation of the wealth accumulated by her father, Fotso Victor.

The first brother, Roger Fotso, is involved in a Swiss criminal case (procedure P/5830/2005) which remains unresolved. This case concerns an alleged fraud involving several million Swiss francs against SWISSCOM MOBILE AG and ORANGE COMMUNICATIONS SA. Roger Fotso’s involvement in this case dates back several years, and the legal proceedings have still not been concluded.

The second brother, Yves Michel Fotso, is largely known for his sentence to life imprisonment in Cameroon for serious acts, including financial embezzlement. His release, now conditional on medical reasons, was not accompanied by a presidential pardon. Yves Michel Fotso also has a complex Swiss history, having played a central role in another Swiss case involving François Déséroux (procedure EA11.05.0022-SAG/SV-12.1579). As director of the Cameroonian national airline Camair, of Commercial Bank of Cameroon, and vice-president of the Fotso Group, he held numerous accounts in Switzerland, many of which were seized. More disturbingly, he is accused of fraudulently taking control of Fotso Victor’s Swiss personal accounts, thereby misappropriating his assets.

Finally, Laure Njitap, the third, is accused of having acquired control of the Swiss accounts of Fotso Victor following an abuse of weakness. These allegations shed harsh light on the complexities surrounding the management of the accounts and assets of Fotso Victor, a major figure in the business world.

Christelle Nadia Fotso’s request to Swiss justice is part of a quest for truth, transparency, and justice. As this case continues to develop, it highlights tensions and divisions within the Fotso family, while raising questions about the protection of Fotso Victor’s financial assets and memory. This legal battle promises to be closely followed, as truth and justice are at the heart of this complex family saga.

A tragedy heartbreaking attack struck two families last Saturday in the Nyalla district of Douala. Two young people, aged 25 and 30, were victims of a landslide of land that buried them alive. The tragedy occurred last night in Nyalla Village, plunging the community into sadness and mourning.

According to information collected on site, the accident occurred suddenly, trapping the two victims under a pile of earth and debris. The news oflandslide quickly circulated through the neighborhood, causing a mix of emotions among residents, ranging from dismay to anger.

Fortunately, the rapid intervention of firefighters made it possible to extract the two victims from the bowels of the earth. However, despite all efforts to save them, it was unfortunately too late, and the two young people lost their lives as a result of their injuries.

The bodies of the victims were handed over to their families, plunging them into deep pain. Friends and relatives of the deceased also expressed their sadness and grief at this tragedy unexpected.

Cet landslide field is a stark reminder of the potential dangers faced by communities living in areas prone to such events. Local authorities are called upon to take measures to strengthen monitoring and prevention of such disasters to protect the lives and safety of residents.

Cameroon, like many African countries, faces major socio-economic problems, particularly in the education sector. While teachers have fought for decades for decent salaries, advancement, and improved working conditions, the government, under President Paul Biya, continues to be criticized for extravagance and excessive spending.

Last June, public opinion was shocked to learn that Ayang Luc, the president of the economic and social council of Cameroon, had requested an amount of 2 billion CFA francs (approximately 3.4 million dollars) for the construction of part of his residence. Despite protests and criticism, it appears that the authorities are ignoring people’s concerns.

Recently, SOCIÉTÉ GÉNÉRALE DE CONSTRUCTION SARL won the construction contract for this residence for an amount of 1.7 billion CFA francs, barely less than the 2 billion initially requested. This news seems to indicate that politicians continue to siphon off state coffers for their own benefit, ignoring the urgent needs of the population.

It is important to note that Ayang Luc has held the position of president of the economic and social council for approximately 40 years. Before that, he was Prime Minister of Cameroon in 1983-1984. His requests for public funds to build his personal residence have raised questions about accountability and transparency in the use of state resources.

The economic and social council, an institution created to guarantee a solid economy and prevent social tensions, is largely unknown to the Cameroonian public. Its last sessions date back to 1986, and it has not demonstrated a significant contribution to resolving the major problems facing the country, including the English-speaking crisis, the teachers’ crisis, the economic crisis, the security crisis, and many others.

Furthermore, the economic and social council spent billions of CFA francs to build its own headquarters in Yaoundé, without showing tangible results for these investments.

Although the Cameroonian population endures many hardships, including kidnappings and assassinations, some senior officials continue to demand public funds for their personal projects, sparking widespread outrage.

The situation highlights the need for responsible management of public finances and accountability on the part of Cameroon’s leaders. Excessive spending and demands for public funds for personal projects are seen as an insult to teachers, workers, and the general population, which fights for decent living conditions and quality education. The issue of transparency and accountability continues to weigh on the Cameroonian government, which must respond to the legitimate concerns of the population.

The next night, in view of a large number of “customers”, the second security guard even initially asked his boss for 1,000 F to go eat, saying that he would come back in the hope of a share. become fair again in his eyes. He only had his eyes to cry: his boss only handed him 500 F, promising however that it was the very last time. But for Martin, it was one time too many. He headed to the Akwa-Sud gendarmerie brigade. While his boss thought he was eating, the man sat down at the table in front of the Pandoras. He would have told the gendarmes that his boss had transformed the parking lot under their custody into an open-air brothel, and that such debauchery now repelled him. Before adding that in the event of an immediate descent, the men in uniform would undoubtedly find men without uniform…

On the site in fact, the gendarmes caught the eight aforementioned couples red-handed… or elsewhere. All these beautiful people and the chief security guard were taken on board. At the brigade, Martin gave his boss’s contact information. The latter, called and informed, proceeded immediately to replace his security guard-innkeeper.
