August 23: anniversary of the Jujuy Exodus

On May 26, 1812, the Triumvirate appointed General Manuel Belgrano commander of the Army of the North, who established his Command in San Salvador de Jujuy. There, he received the remains of the forces returning from Huaqui: 800 men, without weapons or resources, affected by malaria and demoralized.

Belgrano had to reorganize them, rearm them, reestablish discipline and encourage the population. To do this, he became rigorous and inflexible with his subordinates; he created various companies, such as the Guides, the Scouts, the Hunters and the Corps of Castes; he restored the morale of the troops, which amounted to 1,500 men, and received 400 rifles, which were very useful to complete the armament.

To increase patriotic fervour, and in commemoration of the second anniversary of the May Revolution, he had a flag blessed in the city’s Cathedral.

In July, reports arrived that a large royalist force, under the command of Pío Tristán, was advancing through Upper Peru towards Humahuaca, and Belgrano received orders from the Triumvirate to retreat to Córdoba, where the Army of the North would join the Rioplatense troops. In the instructions received, he was ordered to destroy everything that could be useful to the enemy to hinder their marches and resources.

Neither the call to arms of all citizens between 16 and 35 years of age, nor the formation of an irregular cavalry corps, the Determined Patriots, under the command of Eustoquio Díaz Vélez, allowed Belgrano to resist.

It was thus that, on July 29, 1812, Belgrano issued an order addressed to all the people of Jujuy, ordering the withdrawal:

“People of the province: since I set foot on your soil to take charge of your defense, in which the Most Excellent Government of the United Provinces of the Republic of the River Plate is interested, I have spoken to you with truth. Continuing with it, I tell you that the weapons of Abascal under the command of Goyeneche are approaching Suipacha; and the worst is that they are called by the unnatural ones who live among you and who do not lose any means so that our sacred rights of freedom, property and security are outraged and you return to slavery. The time has come for you to show your heroism and for you to come to join the Army under my command, if as you assure you want to be free, bringing us the flintlock weapons, knives and ammunition that you have or can acquire, and reporting to justice those who have them and remain indifferent in view of the risk that threatens you of losing not only your rights, but the properties that you have. you have. Landowners: hurry to remove your cattle, horses, mules and sheep that you have on your farms, and at the same time your charquis, towards Tucumán, without giving me reason to take measures that will be painful to you, also declaring you traitors to the Fatherland if you do not do so. Farmers: secure your crops by extracting them for that place, with the understanding that by not doing so you will incur the same disgrace as those. Merchants: do not waste a moment in bundling your effects and sending them, and likewise any that are in your possession that belong to someone else, because if you do not do so you will suffer the same penalties as those, and in addition the effects that are found will be burned, regardless of who they are in your possession and to whom they belong. Let everyone understand that anyone who is found outside the advanced guards of the army in all the places where they are, or who tries to pass without my passport, will be shot immediately, without any form of trial. That the same penalty will be suffered by anyone who by his conversations or actions attacks the sacred cause of the Fatherland, whatever his class, state or condition. That those who inspire discouragement, whatever their character, will be shot equally with only the testimony of two witnesses. That all those who at my first order are not ready to march and do not do so with the greatest scrupulousness will be considered traitors to the Fatherland, whatever their class and condition. I do not expect that there will be a single one who will give me reason to put into execution the aforementioned penalties, because the true sons of the Fatherland I promise will strive to help me, as lovers of such a worthy mother, and the unnatural ones will obey blindly and hide their wicked intentions. But if this is not the case, know that considerations of any kind are over, and that nothing will be enough to stop me from fulfilling what I have arranged.”

Almost a month later, on August 23, 1812, the mobilization began, in which men and women, old people and children, rich and poor, Spaniards who embraced the revolutionary cause, creoles and mestizos carried out the General’s order. The population left only a bare field in front of the enemy, so as not to provide them with houses, food, livestock, merchandise or anything else that was usable. The crops were harvested or burned, the houses destroyed and the commercial products sent to Tucumán.

They traveled 360 km along the Camino de las Postas (parallel to the current National Route 34), on foot or in carts, to Tucumán, where General Belgrano committed his “brilliant disobedience” and, encouraged by the triumph of the rearguard under the command of Eustoquio Díaz Vélez over the royalist vanguard in the battle of Las Piedras, decided to give battle to Pío Tristán in Tucumán.

For the sacrifice made, on May 25, 1813, General Belgrano donated a flag to the Cabildo of San Salvador de Jujuy, as a reward and tribute to those people who accompanied him in the exodus of August 23, 1812, and who made possible the triumphs of Las Piedras, Tucumán and Salta. Its fabric is made of satin, consists of three panels and has the coat of arms of the Assembly of the Year XIII painted on it. This flag is known today as the National Civil Liberty Flag and, since 2015, it has been a national symbol.

SUH is a foodborne illness (FBI) caused by a toxin of the bacteria Escherichia coliwhich is usually present in the fecal matter of animals and peoplein the undercooked meat and unhygienic hands. In addition, it affects the renal and urinary systems of humans.

Affected individuals may present the following: symptoms: fever, vomiting and diarrhea, blood in the stool, irritability, weakness and lethargy, lack of urine production, paleness, bruising, subcutaneous hemorrhages in the form of small red dots (petechiae) and yellowing of the skin (jaundice).

Los Children under five are one of the groups most likely to contract HUS because they lack sufficiently developed levels of defense at the intestinal level, which can cause severe bloody diarrhea or kidney failure and leave serious lifelong consequences.

Recommendations

-Cook the meat very well (there should be no pink or red parts inside; if possible, make sure it reaches 71 ºC).
-Avoid giving minced meat to children under 5 years old.
-Wash well the fruits and vegetables that are going to be consumed.
-Wash your hands before and after changing diapers. Also, after touching animals, handling food and going to the bathroom.
-Do not use the same cutting board and knife to cut raw meat and vegetables that are not going to be cooked, to avoid “cross contamination”.
-Place the meat in a closed bowl to store it in the refrigerator, placing it on the lower shelves to avoid spills into the fruit and vegetable drawers.
-Maintain the cold chain of food.

Although Senasa minimizes the risk of transmission of the bacteria in food through permanent controls at the slaughterhouse, it is essential that people incorporate these prevention measures, since daily habits are essential to promote the prevention of the syndrome.

“Maligno” Torres: “The Olympic medal was always a dream, not a plan”

Last Wednesday, July 31, José “Maligno” Torres Gil won the gold medal in BMX Freestyle at the Paris 2024 Olympic Games and this afternoon he gave a press conference at CeNARD, accompanied by the Secretary of Tourism, Environment and Sports of the Nation, Daniel Scioli, surrounded by athletes from different sports disciplines.

“I still don’t understand everything this means. I am proud and surprised at the same time, we don’t understand the achievement. The Olympic medal was always a dream, not a plan. Although we prepared very hard for a long time, when I qualified for the finals I wasn’t satisfied with that, because athletes are warriors and we always want more,” said “Maligno” Torres, who received a hug from Sivio Velo, historic player of Los Murciélagos and symbol of Paralympic sport, during the conference, amid applause and many words of recognition; and public congratulations from hammer thrower Ignacio Carballo, accompanied by the CENARD resident athletes.

During the match, the Olympic champion, who took first place in the competition with 94.82 points, said, along with his coach Maximiliano Benadía: “We knew that winning the gold medal was very difficult and we are happy because this achievement in some way supports all the Argentine athletes who are still competing. “I hope Las Leonas or some of the other Argentine athletes who still have a chance of winning a medal win. Benefits of vicia hairy in intercropping with sugarcane: analysis of spatial arrangement and yield

Introduction

Intercropping with nitrogen-fixing legumes in grass cropping systems is a management practice that has been widely studied and used in various countries around the world. Currently, this practice has taken on great relevance due to the need to recover degraded soils, improve nutrient cycling, reduce the demand for off-farm inputs and decrease greenhouse gas emissions in production systems deteriorated by many years of monoculture (Ali Raza et al, 2024; Pinto et al, 2017, Piñeiro et al, 2014).

Several studies have shown that sugarcane monoculture production systems have been developing signs of soil degradation, both physical-chemical and biological, over time (Tesouro et al, 2016; Fontana et al, 2019). Soil degradation compromises the adequate provision of ecosystem services, especially those of provision and regulation. Therefore, in these environments with degraded soils, a strong association was reported between soil functioning (e.g. availability of nutrients, capture and use of water) and the increase in the use of fertilizers to sustain production levels. In addition to this, Chalco Vera et al., (2017) demonstrated that synthetic fertilization of sugarcane cultivation is responsible for high emissions of nitrous oxide, one of the most harmful greenhouse gases.

In the areas of Tucumán where sugar cane is grown, the practice of rotation with soybeans has been adopted during the last 20 years when renewing the sugar cane fields (Fandos et al., 2021). This management, according to Garside et al. (2001), allowed to increase the sugar cane yield by 20% and 30% for plant cane and stubble 1 cane, respectively, with no positive effects from stubble 3 onwards.
When the crop is harvested in extra-early (May) or early (June-July) dates, a period of four to six months begins in which the sugarcane crop does not develop. If sprouting eventually occurs, it occurs with very low growth rates due to low temperatures and low rainfall (Saez, 2017). During this period, the opportunity arises to incorporate nitrogen-fixing legumes into the sugarcane system. Among various options, Vicia villosa stands out for its well-known agroclimatic adaptation, its creeping growth habit and its high decomposition rate, making it an emerging alternative.

In a current context that demands the generation of basic information to understand the benefits of using ecosystem service crops in the sugar-alcohol sector of Tucumán, the objective was to design a sugarcane-Vicia villosa intercropping system. To do so, different options for spatial arrangement of Vicia villosa in intercropping with sugarcane were compared. In turn, the interactive effect of intercropping and fertilization on the cultural yield of sugarcane was evaluated.

IDB approves USD 647.5 million in financing for Argentina

The Board of Directors of the Inter-American Development Bank (IDB) today approved USD 647.5 million in financing for Argentina, in an operation that is generated from the reallocation of previously approved resources
to the country.

This type of IDB loan, called Special Development Financing (SDL) and under the name “Program to Support Fiscal Sustainability and Growth,” will contribute to strengthening public finances and the balance of payments, reinforcing macroeconomic stability and growth.

The disbursement of USD 647.5 million, expected in early August, is the result of more than a semester of joint work by the agency’s staff with the authorities of the Finance Secretariat headed by Pablo Quirno, which also includes an agreement for new credit operations planned for the remainder of the year for an additional USD 2.195 billion.

These new project approvals will support early childhood and literacy policies promoted by the Ministry of Human Capital, in addition to improving fiscal management through reforms that improve public revenues and make public sector spending more efficient, especially through improvements in the targeting of subsidies to the most vulnerable households.
