Supports the introduction of a self-declaration system for the state of fire safety – in Latvia – News

The Information Center of the Ministry of the Interior in 2025 indicatively needs additional funding in the amount of 736,000 euros, as well as the additional maintenance of the information systems developed during the implementation of the solution requires additional funding in the amount of 50,600 euros.

The issue of providing additional funding will be considered in the preparation of next year’s state budgets.

The report of the Ministry of the Interior indicates that the self-declaration system is intended as an integrated information system for the analytical support of fire safety assessment and fire inspection planning. The purpose of using the self-declaration system is to perform an assessment of the fire safety condition depending on the fulfillment of the fire safety requirements specified in regulatory enactments, as well as to ensure the fire safety inspection planning process.

The self-declaration system will store information, for example, on the persons responsible for the facility, the fire safety declarations submitted by them and the assessment of the declared fire safety condition in the respective facility, as well as information on the priorities of the inspected facilities. The information to the system in the online data transmission mode will be provided by the persons in charge of the object, who in accordance with regulatory enactments will be required to declare the fire safety status of the object. The responsible persons of the respective objects will be defined by developing the necessary regulatory enactments to establish such a state information system.

As an indication, the number of responsible persons who will use the self-declaration system is expected to exceed 50,000. It is expected that the self-declaration system will operate in online data transmission mode using the Internet solution, thus no special information technology solutions will be required to use the self-declaration system. for the persons in charge of the object, the administrative costs incurred during the year in the self-declaration system, declaring the fulfillment of fire safety requirements, will not exceed 2000 euros. Natural persons who do not carry out commercial activities will be able to voluntarily register in the self-declaration system and submit a fire safety declaration, therefore administrative costs for natural persons are not assessed separately.

Officials and responsible persons of the SFRS will be able to receive messages from the self-declaration system in the online data transmission mode. The interface of the self-declaration system of the responsible persons will be provided with functionality related to generating, filling in the fire safety declaration form, assessing the fire safety status and receiving notifications, as well as limited statistical and search functionality, as the self-declaration system is not planned as a public information system. fire safety declarations will not be published.

Persons who will not have access to the self-declaration system will be able to receive information from the said information system in writing in response to a request or submission, if the person has a subjective right to receive the requested information.

It is expected that the introduction of the self-declaration system will take place in cooperation with the Ministry of Environmental Protection and Regional Development, which maintains the public administration services portal “Latvija.lv”, as it is indicatively expected that the fire safety declaration will be integrated into the public administration services portal “www.latvija.lv”. in the section “Inspections of State Institutions”.

It is envisaged that a new draft law on fire safety and firefighting will be submitted to the Cabinet of Ministers by 30 November 2023, while the above-mentioned draft Cabinet Regulation will be submitted to the Meeting of State Secretaries when the draft law is considered in the second reading. When the draft law is considered by the Saeima in the third reading, the draft regulations of the Cabinet of Ministers will be forwarded to the Cabinet of Ministers for consideration.

Together with the self-declaration system, it is planned to introduce the Monitoring Work Organization System (UDOS). It is intended as an integrated management system of several interconnected information systems, which is available to SFRS officials involved in the state fire safety work for more efficient organization, management and control of the state fire safety work. The purpose of using UDOS would be to ensure the circulation of the necessary information for the performance of state fire safety supervision and civil protection work.
