Gardeners and farmers’ organizations fear the worst. The setting of maximum prices would put further pressure on their already meager compensation by the supermarket chains. “If the plans go ahead, consumers will be pushed to the supermarket. This will be to the detriment of small neighborhood shops, which will never be able to compete with large supermarkets,” says retail association CEC.

The Spanish plans are not unique. In 2011, France briefly entered into a pricing agreement with large supermarkets offering food packages for 20 euros.
