SAP, OpenAI & Microsoft launch AI Initiative to Boost German Digital Sovereignty
Walldorf, Germany – SAP is partnering with OpenAI and Microsoft to bring a suite of artificial intelligence tools, including ChatGPT, to Germany’s public sector, a move designed to strengthen the nation’s digital sovereignty and meet stringent data protection standards. The initiative, dubbed “OpenAI for Germany,” will leverage SAP’s subsidiary, Delos Cloud, running on microsoft Azure infrastructure.
The collaboration aims to provide millions of German public sector employees – across government, administrations, and research institutions – with access to AI capabilities “safely and responsibly while meeting strict data sovereignty, security and legal standards,” according to a joint statement. Rollout is slated for 2026, with plans to simplify workflows, develop customized public sector applications, and integrate AI agents into existing systems.
To support the increased demand, SAP intends to expand the infrastructure of Delos Cloud in germany to 4,000 GPUs dedicated to AI workloads. The company also plans further investment in applied AI capabilities within germany through infrastructure scaling and co-location agreements.
This declaration follows SAP’s recent commitment to invest more than €20 billion to bolster Europe’s digital sovereignty. SAP CEO Christian Klein stated the partnerships “pave the way for AI solutions that are built in Germany, for Germany.”
The plan directly supports Germany’s national AI ambitions, with the government targeting AI-related value creation to reach up to 10 percent of the country’s GDP by 2030.
In a separate move, SAP also announced a sovereign cloud partnership with Amazon Web Services (AWS), combining their respective infrastructure. SAP will make its capabilities available on the AWS European sovereign cloud, backed by Amazon’s €7.8 billion investment,to enhance the availability of AI in highly regulated industries.
