San luis Pass Bridge Toll to End in Galveston County, But Future Tolls Possible
GALVESTON COUNTY, texas – Drivers crossing the San Luis Pass Bridge will soon be able to do so without paying the $2 toll. Galveston County commissioners voted unanimously in April to eliminate the toll, marking a significant change for commuters and visitors alike.
End of an Era: Toll Plaza Closure
The San Luis Bridge Toll Plaza is scheduled to cease operations after May 21, 2025. This decision follows a review prompted by Gulf Freeway construction,which caused significant backups on the island’s west end due to the toll. Commissioner Joe Giusti initiated the review, stating that he got the idea to look closer at the toll when Gulf Freeway construction caused backups on the island’s west end because of the toll.
Reimbursement for Unused Tickets
For those who have pre-purchased toll booth tickets or punch cards, Galveston County is offering a reimbursement program. The deadline to submit unused tickets and cards for reimbursement is August 31, 2025.
How to Claim Your Reimbursement:
- In-Person at the Toll Booth: Before May 21, 2025, complete the two-page reimbursement form and present it to the toll booth operator at the San Luis Pass toll booth, along with your unused tickets and punch cards.
- At the Moody Courthouse: Submit your completed two-page form and unused tickets/punch cards at the Moody Courthouse in Galveston,located at 722 Moody Ave. Visit the information Technology office on the 2nd floor between 8 a.m. and 5 p.m., Monday through Friday, excluding holidays.

Upon submission, you will receive a receipt for the anticipated reimbursement amount. Please allow up to six weeks for reimbursements to be processed and sent.
Financial Implications and Staff transition
The toll currently generates $500,000 annually, with more than half of that amount allocated to toll staff salaries. According to Commissioner Giusti, the toll generates $500,000 a year. More than half of that goes to toll staff salaries.
County leaders have assured that the six affected workers will be offered other positions within the county.
County officials also noted that the bridge was paid off 40 years ago, raising questions about the continued need for the toll.
Future of the Bridge: A New Toll on the Horizon?
While the current toll is being eliminated, the possibility of a new toll in the future remains open. The county is considering the construction of a new $100 million bridge. They have applied for a TxDOT grant to cover 80% of the cost.
If the grant is secured, the county would still be responsible for over $20 million. To help finance the project, county leaders may consider implementing a toll on the new bridge upon its completion.
