80% currently available plots of land below 0.5 ha, including 38% are plots up to 0.10 ha (151.4 thousand), 42 percent plots with an area of ​​0.10-0.49 ha (168.5 thousand). Over 90% land is weak soils, rather unsuitable for agricultural production. Only 8.2 percent lands constitute good lands.

The plots are located in various locations, they are located in over 2.4 thousand communes and 26.6 thous. precincts. According to KOWR, in addition to fragmentation, a significant part of this land has, for example, unregulated water relations, limestone, they are located on slopes, cliffs or between levees.

“Such a large number of properties requires considerable expenditure of work to be allocated in the future. Many properties in the WRSP Resource still have an unregulated geodetic and legal status,” informs Deputy General Director of KOWR Sebastian Pieńkowski.

He adds that after 28 years of selling and renting state-owned land, the most agriculturally attractive land has been developed.

KOWR land – over 1 million ha are leased

A large area of ​​land KOWR (ANR) took over thanks to the amended Act of 16 September 2011 on the management of agricultural property of the Treasury. As a result of exclusion from large lease contracts, 30% of arable land, lands are returned to the stock and are again prepared for lease. Primarily they go – through tenders – to farmers who want to enlarge their family farm.

KOWR for several years develops state-owned land mainly through leasing them. Currently, over 1 million ha is leased on the basis of 63 thousand. agreements.

Although there is a demand for land in Poland, farmers are interested in leasing larger plots of land.

Last year was held 6,434 tenders for a lease in which an area of ​​approx. 46,000 was offered haof which 4,764 tenders for an area of ​​approximately 37,000 were successfully resolved. ha. The KOWR calculations show that the effectiveness of tenders, measured by the area of ​​concluded tenders for the space offered for lease, was 81 percent. This means that every fourth tender is ineffective, and 19% real estate area is not interested in renting.

Tenders for the sale of real estate are even less effective WRSP resource. In 2019, there were over 30,000 tenders for an area of ​​17,500 ha, of which only 5 thousand were settled tenders for the area of ​​3078 ha. The experience of KOWR field units shows that buyers do not find plots whose soils are weak and fragmented.

As Sebastian Pieńkowski emphasizes, the management of the WRSP Resource is a complex process that involves several hundred thousand plots throughout the country, where there is great regional diversity, and each property is a separate case. Therefore, in his opinion, the development results are impressive, because the offered land is less and less attractive, and there are fewer employees to service.
