Russia’s Refusal to Register Incoming Fleet Causes Inspection Plan Delay

The Joint Coordinating Center (JCC) in Istanbul announced the impossibility of drawing up an inspection plan for June 1 due to another unjustified refusal of the Russian delegation to register the incoming fleet for participation in the initiative.

It is emphasized that within two days, on May 30 and 31, Russia, without explanation, registered for inspection only 1 incoming vessel at the port of “Chernomorsk”, while the other parties of the SKC confirmed 10 vessels for participation in the Black Sea Initiative at three ports.

“The destructive position of Russia and the lack of registered ships for inspection makes it impossible to draw up an inspection plan for today, about which all parties were notified by the SKC Secretariat.

50 vessels are waiting in line for inspection in Turkish territorial waters, which are to be loaded with 2.4 million tons of food for the world. This is almost twice as much as was exported in May. Some vessels wait more than 3 months for SKC inspection. That’s over $1 billion in losses that affect the ultimate cost of food for the world. Thus, Russia has once again found a way to limit the world in food,” the ministry said.

They noted that blocking the registration of a new incoming fleet, as well as blocking the largest port Yuzhny, is a gross violation of the terms of the Grain Initiative, which the Russian Federation also signed.

“The Ukrainian delegation sent a letter to the SKC Secretariat with a request to resume full-fledged work consisting of 3 inspection teams and 9 inspections per day, as required by the SKC procedures. The Ukrainian inspectors are now in the SKC and are ready to immediately start work in case the registration of ships is restored,” – adds the ministry.

The ministry also recalled that over 30.5 million tons of products of Ukrainian farmers were exported over 10 months of the grain initiative. “Sabotage and inhibition of work by the Russian delegation in the SCC has been going on for seven months, as a result of which the world has not received at least 20 million tons of food,” the ministry concludes.

President Volodymyr Zelensky said that now the Yuzhny port is effectively blocked, and if Russia gets away with blocking navigation in the Black Sea, then other maritime countries of the world can expect the same.

Russia agreed to resume entry inspections of ships bound for two of the three ports covered by the Black Sea Grain Initiative.

Vice Prime Minister for Restoration – Minister for the Development of Communities, Territories and Infrastructure of Ukraine Oleksandr Kubrakov said that the grain agreement has been unblocked, it will continue until 18 July.

The “grain agreement” does not provided satisfaction of any needs of the Russian Federation, and the issues of the operation of the ammonia pipeline and the lifting of sanctions against Russian banks initiated by Russia are now being discussed separately.
