The document provides for a change in Decree No. 183, signed by Putin in April 2019. Then the President of the Russian Federation allowed Ukrainian citizens living in the territory of ORDLO to apply for Russian citizenship in a simplified manner “in order to protect the rights and freedoms of man and citizen.”
