The Ministry of National Education announced that Minister Dariusz Piontkowski signed regulations on Wednesday that will allow schools and institutions to introduce appropriate solutions tailored to the situation in the event of an epidemic threat.

The Ministry of National Education claims that school principals and other educational institutions have been given tools to properly organize school activities, especially if the epidemiological situation threatens students’ health. After receiving a positive opinion of the poviat sanitary inspector and the consent of the leading authority, they will be able to flexibly implement a mixed model of school and institutional work or distance learning – argues the ministry.

Five regulations

The amended legal acts include Ministry of National Education regulation on safety and hygiene in public and private schools and institutions. The regulations stipulate that the headmaster of the school or facility may suspend classes due to the current epidemiological situation that may pose a threat to the students’ health.

The regulations – according to the Ministry of National Education – will make it easier for the director to suspend classes according to the situation, after obtaining the consent of the leading body and on the basis of a positive opinion of the County State Sanitary Inspector. It will be possible to suspend all or individual classes, also for a group, educational group, department, class, educational stage or the entire school or institution.

The regulation of the Ministry of National Education on the temporary limitation of the functioning of education system units in connection with the prevention, counteraction and combating COVID-19 has also a new wording. The introduced regulations allow – as pointed out by the ministry – to suspend, limit day-to-day classes and introduce distance education or another method of carrying out classes determined by the director.

Amendments were also introduced to the regulation of the Ministry of National Education on special solutions in the period of temporary limitation of the functioning of education system units in connection with the prevention, counteraction and combating of COVID-19. The regulations define detailed solutions for the functioning of schools during the epidemic in Poland, including during the suspension of classes by the school head, in accordance with national standards in the field of safety rules related to combating the COVID-19 epidemic.

The regulations stipulate that in the event of an epidemiological threat, the director of an education system unit, after obtaining a positive opinion of the County State Sanitary Inspector and with the consent of the leading authority, will be able to partially or fully suspend the stationary work of this unit and determine the manner of carrying out its tasks, including the manner of implementation suspended classes – with the use of distance learning methods and techniques or another way of carrying out these classes. The tasks of the school head, including the head of the Polish school, related to organizing education with the use of distance learning methods and techniques or otherwise agreed with the governing body were clarified. Education with the use of distance learning methods and techniques will be possible both in general and vocational education.

The regulation of the Ministry of National Education on the organization of education for children of Polish citizens temporarily staying abroad has also been changed. It now says that the headmaster of a school abroad and the head of a Polish school may suspend classes for a specified period if the health of students is at risk due to the current epidemiological situation. The decision can be made with the consent of the lead authority.

The ordinance of the Ministry of National Education was also changed, changing the ordinance on the types of other forms of pre-school education, the conditions for creating and organizing these forms and the manner of their operation.

It was ruled that classes in a different form of pre-school education may be suspended by the governing body or the headmaster, in a situation of security threat, also due to the current epidemiological situation – with the consent of the governing body and after obtaining a positive opinion of the County State Sanitary Inspector. The body exercising pedagogical supervision should be notified about the suspension of classes.
