Report Warns of Risks of Election Fraud, Identity Theft, and Internet Voting

A report endorsed by the American Association for the Advancement of Science (AAAS) and recently sent to the Governor Wanda Vázquez Garcedwarns of the risks of electoral fraud, identity theft and the danger that it would represent for voters who have online voting, several opposition leaders jointly reported Democratic People’s Party (PPD).

Internet voting on the island, which is included in the project of the Electoral Code, has been under consideration by the president since Tuesday.

The ex-governors Sila María Calderón, Alejandro García Padilla and the former mayor of San Juan, Héctor Luis Acevedo, announced the opposition of the organism reflected in a document that was circulated among governors, electoral directors and secretaries of State of the United States.

The AAAS letter stresses that all internet voting systems, until now, are inherently insecure for electoral voting. It is also highlighted that there is no “blockchain” technology that can mitigate the danger of internet voting.

“No mobile voting application is secure enough to allow its use … There is no technical evidence that it shows that secure Internet voting technology exists or can be done in the foreseeable future; rather, all the research carried out to date shows the contrary, ”the agency said in the brief dated April 9, which was endorsed by multiple scientists and organizations associated with the sciences.

In the letter, it is established that voting by mail or early voting systems can be options in the face of the public health crisis that is experienced on the planet. He indicated that internet voting can have even military consequences, allowing adversary armies to know where US soldiers are, thus endangering national security.

“Two decades of scientific and technical analysis show that secure internet voting systems are not possible now or in the immediate future. In response to this evidence, we respectfully request that in their role leading security in elections in their state, they refrain from allowing the use of any internet voting system and application, ”the letter maintains.

According to popular leaders, Puerto Rico is the only jurisdiction in the United States. who is legislating to allow online voting.

“This Report, signed by more than fifty institutions, research centers, engineers and constitutionalists, confirms the studies of the United States Academy of Sciences, the ACLU, (American Civil Liberties Union), the Intelligence Committee of the US Senate between others. The only jurisdiction in the US promoting this electronic vote is the legislature of Puerto Rico, ”said the popular leaders in a written statement that referred to the letter from the AAAS.

They added that the legislative measure directly conflicts with the jurisprudence established by the Supreme Court of Puerto Rico in five of its decisions.

“In Puerto Rico, elections are won with clean votes, not with deceptive laws that invite those who do not live in Puerto Rico to vote, not to respect the intention of the voter and to carry out a coup d’etat in the State Election Commission. The Governor is in time to invite consensus and not confrontation, to call for dialogue and not imposition, “concluded the former governors and the former mayor of San Juan.

Other organizations such as American Civil Liberties Union (ACLU), Verified Voting, Protect Democracy and the Brennan Center for Justice held a virtual meeting on the subject yesterday with La Fortaleza.

The draft Electoral Code would allow the electronic voting tool in these upcoming elections for people with mobility difficulties, blind people and those who request absentee voting. In 2024, internet voting would also be available in local and presidential primaries, with this type of electronic voting being optional for the general election. By 2028 it will be at the discretion of the State Election Commission (CEE) determine if electronic voting will be the only alternative to exercise the right to vote.
