Qualifications and capacities of the candidate: Letter of application mentioning the identity of the candidate, its legal form and the powers of the person empowered to hire him as well as, where applicable, the necessary authorizations given to the representative of the group to represent its members during of the procurement: Declaration on the candidate’s honor to justify that he does not fall under any of the exclusion cases mentioned in articles 45 and 48 of the ordinance of 23/07/2015 and in particular: -that it is in order with regard to articles L 5212-1 to L 5212-11 of the labor code concerning the employment of disabled workers, -that during the three previous years it has not had to pay damages, has not been subject to termination of its contract or any other comparable sanction due to a serious and persistent breach of its contractual obligations under a concession contract or a previous public contract; -that he has not attempted to unduly influence the buyer’s decision-making process or to obtain confidential information which may give him an unfair advantage in the award of the public contract, or has provided misleading information which may to have a decisive influence on exclusion, selection or award decisions.

The entities on which the candidates rely to submit their tender must produce the same declarations and certificates. If a safeguard or judicial reorganization procedure has been opened, the candidate produces a copy of the court decisions pronounced within the framework of this procedure. Foreign applicants must meet the same requirements with regard to rules of equivalent effect in their country. Each of the documents requested from candidates in support of their application is listed in a summary to which the corresponding documents are annexed. – In the event of a grouping: – the DC1 form must be signed by each of its members, and for joint groups, the distribution of services between its members must be specified in section E; -the DC2 form must be supplied by each member of the group; Declaration specifying for the last 3 years: -The overall turnover; -The turnover concerning the works to which the contract refers.
