Rennes Métropole will strengthen its action in favor of housing

Faced with the growing tension on housing, Rennes Métropole wants to strongly strengthen its action in the territory: to build more, to increase the HLM stock, to regulate rents in certain sectors, to have better control of land… Objective: to allow all those who want to live in the metropolis.

The council of Rennes Métropole adopted on Thursday February 2 the strategic orientations of its new local housing programme. This PLH, which defines the policy of the Metropolis in terms of housing for the period 2023-2028, displays a strong and equitable ambition: to give the possibility to all inhabitants – including the most vulnerable – to find accommodation in the territorywhere it has become difficult to find an available rental or a property at an affordable price, especially in the heart of the metropolis.

This is why Rennes Métropole, which carries out a long-standing proactive action in terms of housing, will significantly strengthen its action in this domain. The main orientations of the Local Housing Program 2023-2028 are as follows:

  • production of 5,000 housing units per year in the territory, including 1,250 low-rent housing units to meet the 26,000 pending requests
  • extension to around twenty municipalities in new land system “BRS” which makes it possible to produce housing at an affordable price (between 2000€/m² and 2100€/m² currently, including in Rennes)
  • supervising rents where they are highest as well as furnished tourist accommodation
  • more frequent use of the right of pre-emption outside public development zones to control diffuse land and curb the soaring prices of building land
  • Limitation of the use of agricultural land by building more on less space, in a well thought-out density and in “low carbon” mode

What is the PLH schedule?

  • February 2, 2023 : Deliberation on the strategic orientations
  • 23 Mars 2023 : Deliberation on the PLH project
  • April – May 2023: Deliberation of the municipalities and opinion of the PPAs (Associated Public Persons)
  • June 2023 : Adoption du PLH
  • 4e trimestre2023 : Transition to the Regional Housing and Accommodation Committee (State opinion)
  • December 2023 : Final adoption of the PLH
  • 1st semester 2024 : contractualization with the municipalities

What are the residents’ expectations?

The Local Housing Program currently being defined has given rise to public consultation. More than 3,000 people shared their housing needs and expectations during a survey conducted in the fall of 2021. Then in the second half of 2022, several hundred metropolitans were able to speak at five public meetings which took place in Rennes, Chantepie, Pont-Péan, Gévezé and Cesson-Sévigné. It came out:

  • the shared observation of a growing difficulty in finding housing due to a lack of available housing and too high rents or prices
  • the demand for greater control of prices and types of housing by the community
  • taking into account the aging of the population in the design of housing
  • the creation of better insulated housing, more energy efficient and more economical in terms of land consumption and carbon footprint, water, biodiversity and resources
  • the expectation of more social diversity and the development of common places and sharing promoting social cohesion
