Rem, Bonus, leave, housekeeper, carers and babysitter: all deadlines

Rem, regularizations, bonus anti-Covid, 17 are the news and the deadlines provided by Relaunch Decree for the world of domestic workers caregivers e baby sitter. Here are all the FAQs collected in a guide by Assindatcolf, the national association of domestic employers who is now worried about the possible outbreaks triggered by workers returning to Italy.

The overwhelming majority of domestic workers are foreigners: more than 70% of the total are mentioned, according to Assindatcolf data, which now requests compulsory and free swabs from carers, domestic helpers and babysitters who return to Italy for work reasons. A route already taken in Veneto which according to the National Association of Domestic Employers would allow “to avoid new domestic outbreaks and protect the families who rely on these workers daily”.

Covid-19 allowance for domestic workers
From 25 May it is possible to apply for an allowance of 1,000 euros in total on the INPS website, 500 euros respectively for the months of April and May. Only non-cohabiting servants who had one or more employment relationships for more than 10 hours a week were entitled to this on 23 February 2020. Here’s how to claim the allowance.

Regularization of Italian households without contract
From 1 June to 15 July, employers who have their own housekeepers, carers and babysitters without a contract, or in the black, will be able to start regularization practices and remedy any previous situations. Employers will be asked for a contribution of 500 euros and a flat rate still to be defined for the sums due for remuneration, contributions and tax. The practices must be submitted to INPS. Here’s how to get started.

Regularization of foreign domestic workers: stop working illegally and without documents
From June 1 to July 15, employers who have foreign domestic workers, both EU and non-EU, will be able to heal irregular job positions without facing criminal liability. The requested contribution is 500 euros, plus a flat rate still to be established for the coverage of remuneration, contribution and tax charges. Workers convicted of particular crimes, those who are the recipients of expulsion orders or who have been reported for the purpose of refusing entry to Italian territory are excluded. For the regularization of employment relationships of EU citizens, applications must be submitted to INPS while for non-EU citizens at the Single Desk for Immigration.

Temporary residence permits
Non-EU foreign domestic servants with a residence permit expired on 31 October 2019 already employed in the sector will be able to apply for a 6-month temporary permit. The requests must be made to the police headquarters. The requested contribution is 130 euros, plus a lump sum that cannot exceed 30 euros: the document thus obtained will allow the servant to be hired by the family through a contract which, in turn, will give the worker the opportunity to convert the temporary permit into one for business reasons.

Expiration of expired residence permit validity
The government has provided for an extension for the renewal of residence permits expiring between 31 January and 15 April 2020, which will remain valid until 31 August 2020. The first extension moved the validity of the documents to 15 June.

For families in difficulty the Rem arrives
From 22 May it is possible to apply for Emergency Income (REm) by connecting to the INPS website. There is time until 30 June 2020. The benefit, which will be paid in two sums of 400 euros, is recognized to households in conditions of economic need as a consequence of the epidemiological emergency by Covid-19 residents in Italy and with particular conditions economic (income, assets and Isee).

Supplementary assistance for servants registered at the Cassa
Maid service For domestic workers, carers and babysitters registered at Cassa Colf, a package of supplementary health services has been approved (daily allowance of 40 euros in case of hospitalization and quarantine, contributions to reimburse health expenses and a new active medical video consultation service 24 hours a day to monitor suspected cases) but also measures to support parenting, for mothers and fathers (a one-time allowance worth € 200 to support the babysitting services of dependent children or cohabitants up to 5 years) . To obtain bonuses and refunds it will be necessary to attach to the request the last two payments made for a total amount of not less than 8.00 euros.

Double the babysitter bonus
From the 600 euros foreseen in the Cura Italia Dl to the 1,200 euros total of the Raising Dl, this is the amount that parents who work with children up to 12 years will have available to pay for the babysitter or, news, summer centers or all services for childhood in the area. For parents working in healthcare, in the security, defense and public rescue sector, the bonus passes to a total of 2,000 euros.

Extension of parental leave
As an alternative to the babysitter bonus, the period of parental leave paid to 50% for children up to 12 years has also been confirmed and extended: the leave, which can be taken until July 31, can be enjoyed on a continuous or split basis but however, it cannot exceed 30 days. Parents, employees of the private sector, with children under 16 years of age have the right to abstain from work, during the period of suspension of compulsory schooling, without remuneration but with the right to keep their place.

Paid leave for those who have to take care of dependent people
For those who benefit from Law 104/92, the extension of paid permits for a further 12 days was confirmed for May and June 2020.

Smart working
Until the end of the epidemiological state of emergency, private sector employees who have at least one child under the age of 14 are entitled to carry out work in an agile manner even in the absence of individual agreements. The measure applies provided that there is no other non-working parent or recipient of income support tools in the household.

Funds for home care for disabled and non self-sufficient people
The Dl Raise has allocated 90 million euros for 2020 for the Fund for non self-sufficiency to be used also for direct home care, therefore also the costs of domestic staff.

Obligation of masks for servants
For workers employed in domestic and family services there is an obligation to wear masks when it is not possible to maintain the safety distance.

Stop self-certification for business travel
Domestic workers, carers and babysitters will be able to carry out their activities and move freely in their region without the need for self-certification.

A booklet dedicated to carers and those who care for the elderly at home. Created by the Istituto Superiore di Sanità, the handbook contains practical advice and recommendations on how to preserve the health of the elderly and the worker even when it is not possible to maintain the distance as it can happen in the case of assistance to a person who is not self-sufficient.

Payment of contributions
The postponement to 10 June 2020 of the payment of social security contributions for domestic workers, carers and babysitters relating to contributions due on 31 May 2020, including those for the first quarter of 2020, remains confirmed.

Two more months of coverage for those with Naspi
For unemployed workers whose period of use of NASPI and DISCOLL ends between 1 March 2020 and 30 April 2020, the 2-month allowance is extended for an amount equal to that of the last month due for the original benefit , provided that the recipient is not the beneficiary of the various indemnities from COVID-19 provided for in the decree-law n. 18/2020 or in the Raising Decree. The ‘Cura Italia’, on the other hand, had extended the original 68-day deadline for submitting the application to 128 days.
