Reconstruction of the Saint-Denis spire: an operation based on lies

Remember, that was three years ago. The town hall of Saint-Denis and many others, including the chief architect of historical monuments Jacques Moulin, did everything to force the Ministry of Culture to authorize the reconstruction of the spire of Saint-Denis, an element that has disappeared. over a century and a half ago. And this reconstruction, it was promised, sworn, spat, would not cost the community a cent, everything would be financed by sponsorship. A fable of course, which we denounced in this article: ” the argument of “fully private” financing is not credible for a second. Not only will patronage give rise to tax deductions, but public money will be well used if funds run out, as is likely. One way or another, the taxpayers will pay for this absurdity. »

Let’s face it, we are astonishingly naive. Because this project, finally costed at 15 million euros, will not be financed solely by visits and sponsorship, as its promoters claimed. It won’t even be funded in part by public funds as we thought. It will be paid in full by the taxpayers, and even beyond what is necessary. Because to the 2 million euros that the Île-de-France region will give, 20 million will be added by the ” Interdepartmental Solidarity and Investment Fund “, A thing created by the seven Ile-de-France departments, whose function is” pool part of their resources, in order to practice an investment policy aimed at strengthening solidarity between territories while achieving savings in public money ” (see here). We will appreciate the irony of: ” while saving public money ».

But that’s not all: as if these 22 million were not enough, the Minister of Culture Roselyne Bachelot, in a touching one-upmanship, in turn promised, after her visit to Saint-Denis, on December 4 that the Ministry of Culture would also participate in this reconstruction! On non-heritage credits, but on public credits all the same.

Little by little, this useless site is being built on a series of lies, each bigger than the next, without this seeming to move anyone. In addition to this fable of reconstruction without public money, while there will ultimately only be public money, there was the assertion by Audrey Azoulay that the ministry had decided to follow the recommendations of the National Commission historical monuments and launch studies. But the latter was opposed to it, unambiguously, as we had revealed (see article). This is how this project was able to continue against the advice of this committee.

The third big lie in this case was the so-called reuse of the original stones still preserved. A lie that we have already talked about in this article: in reality, all the stones used will be new.

Here are some of the statements from the promoters of the project, or those who let it happen:

February 16, 2017: Article from World, « The Saint-Denis spire rebuilt under conditions “. Among these conditions given by the Minister, Audrey Azoulay, the third, “ required “By it, is:” that the operation be self-financed by the proceeds of site visits and by sponsorship ».

October 9, 2017: ” It is not a usual scheme where public money is used to restore a monument, it is visitors’ money that will be used to restore this monument. », Jacques Moulin, interview published on the tourism website93.

March 16, 2018: Article from Parisian, « Saint-Denis: final green light for the reassembly of the spire of the basilica! ->https://www.leparisien.fr/seine-saint-denis-93/saint-denis-feu-vert-definitif-pour-le-remontage-de-la-fleche-16-03-2018-7612221.php ”Which explains the framework agreement signed in the presence of the Minister of Culture Françoise Nyssen. ” In this document of five pages, the association Follow the arrow undertakes to assume the financing and the project management of the reconstruction phase, under the aegis of the State. “The project will not cost the taxpayer one euro, since the site will be self-financing with paid visits,” assures its vice president Luc Fauchois. »

But what is the moral of this story? The moral is that those responsible for this smoke have none. But why should they embarrass themselves since these successive lies definitely pose no problem to anyone, and certainly not to the current Minister of Culture, who ” trusts its teams », And probably also to its predecessors … It is true that the heritage, the authentic heritage, the one that still exists, does not need these millions of euros that will be spent at a pure loss …
