Receipt lottery ready to finally go live. From Tuesday 1 December on the dedicated portal (www.lotteriadegliscontrini.gov.it) it will be possible to register and obtain the lottery code to be shown to merchants for cashless payments only, as foreseen by the changes contained in the Budget Bill now being examined Camera, to participate in the draws starting next year.

The steps to take

A preparatory operation that the Customs and Monopolies agency (Adm) decided to simplify by “condensing it” into four steps: access to the portal and entry of the tax code; acceptance of the privacy policy and insertion of the security code (capcha); display of the code in both alphanumeric and barcode format; saving on your smartphone (or even on devices such as tablets or desktops) or printing the lottery code. Steps during which, before generating the lottery code, the system will automatically check the validity of the tax code, the age of majority and the life of the applicant, reporting any errors. No problem in case of loss, as you can get up to 20 lottery codes that can be associated with your tax code that can be used alternatively.

Excluding transactions with e-commerce

As anticipated, registering and obtaining the lottery code represents the essential step to make purchases with electronic money made starting from 1 January 2021 compete with lottery drawings that will be monthly, weekly and even annual. At the time of purchase, strictly from a merchant or a physical operator (e-commerce transactions are excluded in fact), just show the lottery code that will be associated with the purchase made and the purchase receipt.

At that point the electronic receipt will be automatically sent to the “brain” of the Revenue Agency (in technical jargon it is called the reception system). And for each receipt, virtual tickets will be generated to participate in the draws. A completely dematerialized mechanism: no obligation, therefore, to keep paper receipts or fear of not collecting the winnings if the lucky “ticket” has not been kept.

The “Christmas refund”

Meanwhile, the regulation for the other of the fixed points of the Government’s “Italy cashless” plan reaches the finish line. The decree of the Ministry of Economy 156/2020 was published in the “Official Gazette” and has been in force since Friday. The experimental debut has been confirmed but for what has been presented as the “Christmas reimbursement” (the sums will arrive in February) for the expenses under the tree, it will be necessary to wait for an announcement from the Mef which will establish the start date, most likely around ‘8 December. To obtain the refund it will be necessary to carry out at least 10 transactions with electronic money in December which will give the right to 10% reimbursement on a total maximum amount of 1,500 euros. Even if the single purchase exceeds 150 euros, the returnable amount could never exceed 15 euros for the latter.
