the essential
Fascinated by Daesh and Jihad, a 20-year-old Montalbanais of Chechen origin was sentenced to 3 years of suspended prison before the Juvenile Court of Paris (TPE). Aged 16 at the material time, this former student of the Ingres college in Montauban was arrested by the Raid in September 2018 with two other accomplices in Béziers and Strasbourg.

Suspected of pledging allegiance to Islamic State (IS) and inciting a bomb attack in France in 2018 (our edition of November 15), a 20-year-old Montalbanais of Chechen origin was tried from 16 to 18 November in Paris.

At only 16 years of age at the time of his arrest by Raid Police agents and DGSI agents (General Directorate of Internal Security), the hearing was held before the Juvenile Court (TPE).

A trial therefore behind closed doors where one of his two accomplices Alsan was also tried (his first name was changed) also accused in this case, and a minor at the time of his arrest in Strasbourg. This high school student, also of Chechen origin, is none other than the brother of Abdoul-Hakim A. indicted in the context of of the knife attack in the Opéra district in Paris which resulted in one death and five injuries on May 12, 2018.

Indicted for criminal terrorist association, Mansour had escaped pre-trial detention unlike Alsan and Adam I., 23, the third man in this case who will be tried before the 16th section of the Criminal Court of Paris from December 13 to 15.

Free, he returned to Montauban two years ago

Placed under judicial control until his trial, the former student of the Ingres college had been assigned to a closed educational center (CEF). Since September 2019 he has been taken to a school placement and integration establishment (EPEI) in Perpignan, then since 3 January 2020 to a collective educational accommodation unit (UEHC) in Toulouse, a service which guarantees the reception of minors on judicial mandate.

Still under judicial supervision, Mansour has been able to return to his parental home in Montauban since November 2020. It was therefore “free” that he could appear at his trial, four years after his indictment. Meanwhile, the young Chechen who interrupted his studies trained as a house painter.

The court reduces the requests

The prosecutor, who had asked for 5 years of suspended prison sentence, was ultimately not followed up. Montalbanais was sentenced to 3 years’ imprisonment in full accompanied by probation for a period of 2 years. The lawyer appointed by him a few weeks before his trial, Me Orly Rezlan of the Paris bar, did not want to comment further on his client’s sentence.

As regards the second defendant in this trial, Aslan, in pre-trial detention since the time of indictment and defended by Mr. Lastelle, was sentenced to 3 years’ imprisonment with a 2-year suspended sentence. A time of 12 months in prison which does not, for the moment, cover his years spent in prison.

The former Strasbourg high school student has not finished with justice, however, he will, in fact, be sent back with Adam I. to the criminal court, being of legal age on some of the facts with which he is accused.
