Rachid Talbi Alami suspected of squandering public funds

An IGF report reveals the creation by the then Ministry of Youth and Sports of a portal intended for summer camps for 2.5 million dirhams. A price largely overcharged since the real cost of the service does not exceed 200,000 dirhams.

Politicians are more than ever criticized on the public scene. After Mustapha Ramid, Minister of State for Human Rights, accused of not having registered with the CNSS his former secretary, Jamila Bichr, who died a few weeks ago, and his colleague in the government, Mohamed Amkeraz, accused for the same suspicions, now that the former minister of youth and sports, Rachid Talbi Alami, member of the political bureau of the RNI, finds himself at the heart of a scandal of squandering of public funds.

Revealed by the deputy of the USFP, Asma Miras, during a meeting of the commission of the sectors of youth, sports and culture, in the House of Representatives, the case takes on an important political dimension. Asma Miras, in addressing the new Minister of Culture, Youth and Sports, Othman El Ferdaouss, present during the meeting, has indeed disclosed the content of a report by the General Inspectorate of Finance which specifies that Rachid Talbi Alami, when he was minister, between April 2015 and October 2019, spent the trifle of 2.5 million dirhams for the creation of a website intended for the summer camps managed by his department. The IGF estimates that the real cost of this service should not exceed 200,000 dirhams.

The difference, ie 2.3 million dirhams, would therefore have been unduly pocketed by the service provider. The IGF thus gives a comparison of the prices of the other portals produced and estimates, for example, that certain similar sites like egov.ma/fr or even fikra.egov. ma, which are dynamic sites, that is to say updatable, each cost 200,000 dirhams. However, the portal for summer camps ordered by Rachid Talbi Alami is a static site containing six frozen pages that are not likely to be updated.

An indelible liability

Other grievances are noted in the IGF report: the contract was awarded over the counter, that is to say without a call for tenders. The market was managed by the National Federation of Summer Camps following an agreement signed in 2019 with the Ministry of Youth and Sports. The purpose of this agreement was to lay down the methods of financing this market. However, a detailed analysis of this agreement carried out by IGF investigators reveals that the ministry does not have the right to delegate this service to an association, since it is a development service, hosting and maintenance of a portal which contains the personal information of the beneficiaries. Tasks that normally fall within the remit of the Ministry.

Given the gravity of the facts contained in the IGF report, the WFP parliamentary group in the House of Representatives called for the establishment of a parliamentary commission of inquiry to shed light on the case.

For his part, Rachid Talbi Alami formally denies the facts of which he is accused and announces his will to explain himself before the parliamentary commission of inquiry and possibly to go to justice if necessary. But it is not the first that this influential member of the RNI, who was also president of the House of Representatives from April 2014 to January 2017, finds himself at the center of a political-media controversy. In 2015, several local associations in Tétouan, where he came from and where he had been a member of the municipal council, deputy and then president of the region’s council, had revealed the existence of a significant tax debt which he owed. accumulated towards the tax authorities.

A debt estimated at more than one billion dirhams which the latter has probably never paid for its industrial activities in the Tetouan region. An indelible liability that continues to pursue him throughout his political career.
