An old acquaintance is expected at the president’s palace outside Moscow. Vladimir Putin extends his hand and welcomes Aleksandr Lukashenko. Lukashenko is president of Belarus and has the nickname “Europe’s last dictator”. But during the meeting there is no doubt about who decides.
