Protection of health, appeal to the mayors for a united battle
From Oristano, after two months of work, the Health Commission indicates the only possible way

“The Municipality of Oristano, the capital city, claims a leading role in protecting the right to health and calls together the mayors of all the other municipalities in the province for a battle of civilization, without colors or political flags”. The president of the Special Health Commission, Efisio Sanna, and his deputy, Giuseppe Puddu, say that two months after the council body took office, they take stock of the work done.
“The health situation in the province of Oristano is of great concern”, observe Sanna and Puddu. “The City Council, putting aside political affiliations, has repeatedly addressed issues related to health and in July it set up the special Commission for the safeguarding and protection of Oristano health, as a support tool for the mayor, to give him more strength in its difficult task of defending the territory. It was an exceptional and historic event for the city of Oristano. As exceptional as it is exceptional and worrying is the level of weakening of the healthcare offer in the province, starting with the substantial weakening of the San Martino hospital ”.
“The situation has become unsustainable and the measure is full”, continues Efisio Sanna. “The shortcomings of medical, nursing and health personnel in general are evident and incomprehensible. They have no justification, especially when these same deficiencies contribute to the cessation of important services, to the significant reduction in performance and to the decrease of entire departments ”.
In two months, the Special Health Commission has carried out an incessant work of knowledge and in-depth analysis, calling on numerous subjects who in different capacities and with different roles have to do with health: patient associations, association for the defense of the rights of the sick, professional associations, confederal unions, union representatives of the various health figures, representatives of general practitioners.
From the work of the council body the need emerged to put back on its feet a structured health organization, capillary and adequately supported by investments. To achieve this goal, it becomes more essential than ever to fill the recognition of the San Martino hospital as a first-level Goddess with concreteness and useful actions, around which to build a network of assistance and care in the territory of the province that intervenes in different areas, which enhances territorial medicine and that synergistically combines the hospitals of Bosa and Ghilarza.
“Health care and treatment must be guaranteed within a certain and acceptable time frame”, underlines President Sanna. “The right to health and the right to be adequately assisted and treated by the public health system are guaranteed by the Constitution. The collapse of the Oristano healthcare is a topic on which politics, the world of associations, social and economic forces, the system of local authorities must spend themselves generously and with clear ideas, obviously for what each belongs to and for the direct responsibilities that each holds “.
Sanna and Puddu recall some of the issues dealt with and the priorities established by the Commission: absolute and urgent need to restore the workforce, immediately arranging the hiring of health personnel, enhancing the professionalism present and all the criticalities now present in different sectors and in different departments ; first level creation in the San Martino del Dea hospital; definition and strengthening of the role of other hospitals, which must be used in a synergistic manner, with the increase and implementation of the specialist outpatient and territorial healthcare offer, with the reaffirmation of home care and the strengthening of the staff of family doctors .
“Health must not be treated only from an economic point of view”, continues the president of the municipal commission. “Healthcare cannot be reduced to budgetary balances, nor can it be just an issue on which to consume the containment of expenditure or make ends meet. There is no saving on health ”.
“As a special commission of the Canità di Oristano, as a representation of the municipal council and the mayor of the city, we are of the opinion that on the issue of health and the right to health a unified path should be undertaken as soon as possible”, conclude Efisio Sanna and Giuseppe Puddu. “We are of the opinion that the positions of political decision-makers must necessarily be balanced by the needs and requirements that come from the territories. As always, the unity of forces can be decisive ”.
“The Commission therefore suggests and will follow a unitary and shared path, which sees together and in a single synergistic plan all the social and political forces, associations and the economic world of our province. We believe that the time is ripe for a great and general mobilization so that the health of the whole province, starting from the San Martino hospital, is the object of attention, relaunch, enhancement and priority recipient of investments in terms of human, structural and instrumental “.
