Prosecution of many officers of Dong Nai Department of Science and Technology

On June 10, the People’s Procuracy of Dong Nai province said that it had filed an indictment against defendant Nguyen Quang Tuan (43 years old, former director of Dong Nai Center for Biotechnology Application, under Dong Nai Department of Science and Technology) and Nguyen Hong. Dang Khoa (42 years old, former Director of Nguyen Dynasty Company, cum Tri Nguyen Company) was prosecuted for violating regulations on management and use of state assets, causing loss and waste.

The defendants: Nguyen Ngoc Phuong (50 years old, former deputy director of the Department of Science and Technology); Le Thi An Nhien (41 years old, former Deputy Director of the Application Center) and Tran Thi Huynh Huong (45 years old, former Head of the Planning and Finance Department of the Department of Science and Technology) were prosecuted for being irresponsible, causing serious consequences. .

The money invested by the state is appropriated by the private sector

In 2015, Dong Nai Provincial People’s Committee approved the project of replicating the model of vegetable and fruit production in greenhouses according to VietGAP standards (referred to as VietGAP membrane houses) which is a science and technology project implemented in Xuan Duong commune (Cam My district). and assigned responsibility to Pham Van Sang – director of the Department of Science and Technology – to manage the implementation with a total cost of nearly 87 billion VND.

The center has signed a contract with Tri Nguyen Hi-tech Agriculture Company Limited to purchase equipment for building membrane blocks. But it is worth mentioning that Tri Nguyen Company was established from Nguyen Dynasty Co., Ltd. invested by Khoa with 17.5 billion dong (accounting for 58.33%) and Ms. Nguyen Thi Thanh Xuan, the wife of Mr. Sang – Director of the Department. Science and Technology contributed 12.5 billion VND (accounting for 41.67%).

In the process of installing 3 greenhouse blocks according to the project, Sang and Nguyen Quang Tuan (Director of Application Center) also did not determine the coordinates and location of the membrane house. It was then appropriated by Khoa to serve the production and business activities of Tri Nguyen Company, causing damage to state property more than 14 billion VND.

Next, in 2015, the Provincial People’s Committee approved the project of Agricultural Film House using state budget capital with a total investment of 14.5 billion VND in Xuan Duong commune. With the same approach, Mr. Sang and the defendants Tuan and Khoa together built 2 blocks of membrane houses in the Agricultural Film House project and let Tri Nguyen Company appropriate it, causing damage to the State’s property for nearly 14 years. billions dong.

Lack of responsibility, causing serious consequences

The indictment of the Provincial People’s Procuracy also determined that, in order for Mr. Sang and Tuan, Khoa could build 5 blocks of membrane houses illegally, causing damage to the state budget of more than 28 billion VND, a number of other defendants with different functions and duties. The assigned task was irresponsible, causing serious consequences.

Accordingly, Nhien was assigned to participate as an individual registered to perform scientific tasks and as a representative of the leading organization with the VietGAP membrane project. Although the content of the project’s explanatory report was not correct, Nhien still signed a certificate confirming the representative of the leading organization, the project report and the contract of project construction with Tri Nguyen Company.

In addition, the authority to sign contracts to perform provincial scientific tasks is not under the authority of the Department of Science and Technology, but the defendant Nhien did not study carefully and signed a number of documents that were not in accordance with regulations. This has created conditions for Khoa to build and install membrane houses on the land occupied by Tri Nguyen Company.

In addition, Phuong (at that time was the Head of the Fund Appraisal Team) and Huong (former Head of the Planning and Finance Department, Deputy Head of the Fund Appraisal Team) had assigned functions and duties as consultants to help the Department of Finance. In particular, during the meeting to check and evaluate the progress of the VietGAP membrane project, Phuong and Huong did not ask members of the inspection team to go to the site of the greenhouse construction, but only relied on paper reports, which led to improper construction of membrane houses.
