Director Cha is charged with receiving reports of personal information inquiries including Kim’s name, date of birth, and immigration control information from the morning of March 19, 2019 to the afternoon of the 22nd of the same month, 177 times through officials in the Immigration Division of the Ministry of Justice. An arrest warrant was requested. There is also a charge of approving a withdrawal request on the morning of the 23rd, a day later, despite the fact that the prosecutor of the Past Photographic Investigation Group at the time of the Great Prosecutor’s Office at the time of Kim was illegally banned from leaving Korea.
Headquarters Cha said, “It is not illegal to ban departure,” as he entered the Suwon District Law Office where a warrant review was held the day before.

After two hours of requesting a warrant for arrest, the head of the Cha headquarters submitted an application to the Suwon District Prosecutor’s Office Citizens’ Committee to convene the Prosecutors’ Investigation Review Committee to review the validity of the investigation and prosecution against him.
The Prosecutors’ Investigation Deliberation Committee deliberates on the investigation process of cases where the social attention is focused and evaluates the legitimacy of the results. 15 members are selected by random lottery from 150 experts from various fields. It is still undecided whether or not to hold the prosecution investigation deliberation committee for the head of the Cha headquarters.
In addition to the Suwon District Prosecutor’s Office, two incumbent prosecutors, including Seoul Central District Prosecutors’ Office Lee Seong-yoon and Prosecutor Lee Gyu-won, who were charged with the illegal departure of the former Vice Minister Kim, transferred the case to the airlift.
