“Procedures not respected” – Libero Quotidiano

Claudia Osmetti

She defends herself (“I accepted to give an answer to the citizens”), theOrder of doctors arises (“The procedures were not respected”): it is controversial, in Padua, because the former Minister of Integration of the Letta government, the dem Cécile Kyenge Kashetu, was hired as a general practitioner in the Torre district, which has been looking for a white coat for about six months. Premise: nobody here has it with Kyenge. That the family doctors are less and less, due to physiological retirements and insufficient turnover to cover the new shortcomings, it is a problem that Free raises for some time. “We do not intend to make it a personal case, among other things, yours is not the only practice on which we have doubts”, explains Domenico Crisarà, the president of the Paduan doctors. But the rules, in general, serve to protect and guarantee people, as well as institutionalized procedures: “The point is – he continues – that Dr. Kyenge does not have the qualifications to be a family doctor”.

Specifically: you become a general practitioner after a training course that lasts three years or if you have obtained a special qualification before 31 December 1994: “You – says Crisarà, have neither one nor the other” . So how is it possible that, in the midst of the pandemic, the former MEP of the Democratic Party has signed a contract in this sense with the Paduan health company? “There are some exceptions to the ordinary procedure”, they say from the category order: “If in the district in question there is a number of patients higher than that which can be absorbed by doctors already employed in the area, you can proceed with a provisional assignment. The aim is to safeguard people’s right to health ». Are you all right then? No, because Crisarà continues: “In this case, however, the exemption must be examined by the works council. And it has not been done, so much so that the measure that Kyenge used in the staff of the primary doctors of Torre arrived one day before the meeting scheduled for this same meeting ».

Mind you, there is always a need for doctors. In time of coronavirus, then, it is not even to repeat it: the pandemic has taught us how important are all doctors who put themselves in the front row. “However, the guarantee systems should also work in emergencies. We are simply wondering if his hiring, as well as two others who followed a very similar process, was really necessary ». Cécile Kyenge already plays, on closer inspection, a very delicate role in Venetian healthcare: works as a medical guard in the same province of Padua. “I accepted to ensure continuity in the service and overcome the inconvenience that had created” she replied, saying yes, a few days ago, to this job offer that, now, will take her to the clinic two days a week for a whole year.

Kyenge takes over from a colleague after another replacement has already given up the post. “His specialization is in ophthalmology – continues Crisarà, – which is fine, but it is not the same as having a professional trained specifically on general medicine issues”. Finally, there is another aspect that, in Padua and its surroundings, just does not go down: the former minister goes around with an escort of seven men who follow her like a shadow. “There is nothing wrong with it and it is absolutely legitimate, but we have been complaining of aggression and insults during working hours for years.

Some time ago we asked the authorities to be equipped with a gps bracelet connected to police stations so that if one of us was mistreated, he could immediately notify the police. Nothing has ever been done on that front ». It sounds a bit like a dig, but the doctor immediately specifies: “Again, it’s not a lunge at Dr. Kyenge. We do not want to make exploitation. Only to reiterate that even the medical guards risk every day, it would be appropriate to have more attention for everyone ».
